Expansion Project of the Ministry of Public Security Headquarters at 47 Pham Van Dong Officially Inaugurated: CONINCO Honors to Receive Certificate of Merit from the Minister of Public Security

On the morning of August 16, 2026, amidst the atmosphere of pride leading up to the 81st anniversary of the People's Public Security's Traditional Day, the Ministry of Public Security held an inauguration ceremony for Component Project No. 1 of the expansion project for the Ministry's headquarters at 47 Pham Van Dong Street. This new headquarters of the Department of Professional Records holds strategic significance for the force's modernization process. Construction supervision services for the project were provided by two units under Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO., JSC): Construction Design and Management Center (T.TQ) and the Project Management and Investment Center (T.QL).

The ceremony was attended and presided over by General Luong Tam Quang - Member of the Politburo, Secretary of the Central Public Security Party Committee, and Minister of Public Security; Senior Lieutenant General Dang Hong Duc, Deputy Minister of Public Security; Mr. Vu Dai Thang - Chairman of the Hanoi People's Committee; Major General Pham Van Son - Director of the Department of Logistics and representatives of the leadership from units. 
Representing CONINCO were Mr. Phan Ngoc Cuong, Member of the Board of Directors; Mr. Nguyen Huy Quang - Deputy General Director and the construction supervision consulting team directly implementing the project.

More than just an architectural structure, the new headquarters of the Department of Professional Records has been comprehensively planned, designed, and developed with modern standards, serving as a foundational element for a breakthrough in management operations. Speaking at the ceremony, General Luong Tam Quang emphasized that the facility opens a new chapter for professional records management and marks a significant milestone in the fundamental and comprehensive digital transformation of the Public Security sector. The project was put into operation to coincide with the 81st anniversary of the force's traditional day and in anticipation of the 70th anniversary of traditional day of the Professional Records force further enhances its historical significance and affirms the Central Public Security Party Committee's deep concern to the force's robust development.

Quality supervision plays an important role in realizating such a highly specialized project, stringent standards regarding technology, infrastructure connectivity and security. Since the project commencement, the CONINCO engineering team has maintained a constant presence on-site, working with the utmost sense of responsibility and collaborating closely with the Project Management Board (H07) and other participating units to rigorously control every complex technical component. These persistent efforts were duly recognized at the ceremony, where CONINCO had the honor of receiving a Certificate of Merit from the Minister of Public Security personally presented by General Luong Tam Quang in recognition of the outstanding achievements in project implementation. This Certificate of Merit, accompanied by meaningful tokens of appreciation from Politburo Leaders were the encouragement and a powerful motivator for CONINCO’s staff and engineers.

The achievements at Component Project No. 1 of the expansion project for the Ministry of Public Security headquarters at 47 Pham Van Dong further burnish CONINCO’s distinguished track record in key security infrastructure projects, while also demonstrating the trust placed in the company by leadership of the Ministry of Public Security throughout their recent cooperation. From the Ministry of Public Security headquarters at 96 Nguyen Du, the architectural masterpiece of Ho Guom Opera House, and the National Data Center to the Immigration Command, Operations and Combat Center, the Security Investigation Agency headquarters, and various provincial police headquarters nationwide, CONINCO has consistently demonstrated its capabilities and leading reputation.
