CONINCO leaves its mark on the People’s Public Security’s landmark project — Headquarters of the Ministry of Public Security at 96 Nguyễn Du

On 2025-08-16, joining the nationwide pride in marking the 80th anniversary of the Traditional Day of the People’s Public Security of Việt Nam (1945-08-19 – 2025-08-19), the inauguration ceremony for the new Headquarters of the Ministry of Public Security (MPS) was solemnly held at 96 Nguyễn Du, Hà Nội. Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO., Jsc) is proud to have excelled in its role as supervision consultant, making an important contribution to the success of this project of national stature. The event not only marks the commissioning of a modern facility that meets the sector’s operational needs in the new context, but also stands as a symbol of the People’s Public Security’s development, professionalism, and elite readiness.

The ceremony had the honor of welcoming Comrade General Secretary Tô Lâm; Comrade Nguyễn Tấn Dũng, former Politburo member and former Prime Minister; Comrade Lê Hồng Anh, former Politburo member and former Permanent Member of the Secretariat; along with senior leaders of the Party, State, and the Public Security sector. General Lương Tam Quang, Politburo member and Minister of Public Security, chaired the ceremony. Representing CONINCO were Mr. Phan Ngọc Cương, Chairman of the Board of Directors; Mr. Nguyễn Mạnh Tuấn, Member of the Board of Directors and General Director; and the supervision consultancy team at the project.

CONINCO — Affirming its standing and capabilities through projects of national stature

The Ministry of Public Security Headquarters project is a special work, demanding stringent standards for construction quality, security, safety, and architectural aesthetics. Fully aware of the project’s importance, CONINCO’s engineers and experts worked with the highest sense of responsibility, staying close to the site and coordinating closely with the client and participating units to ensure every work item strictly complied with the design, codes, and construction standards.

Reporting on project implementation at the ceremony, Deputy Minister Đặng Hồng Đức stated: “After more than 19 months of construction, today the Headquarters of the Ministry of Public Security at 96 Nguyễn Du, Hà Nội is inaugurated. From today, Hà Nội gains another beautiful architectural work, emblematic of the country’s new era of development. Also from today, the Ministry of Public Security has a headquarters in the truest sense.”

According to Deputy Minister Đặng Hồng Đức, building the Ministry’s headquarters has been the aspiration and wish of successive generations of Ministers of Public Security. Achieving this was thanks to the resolve and decisive direction of Comrade General Secretary Tô Lâm, the close guidance of Minister Lương Tam Quang, the attention and direction of the Party and State leadership and the leadership of the Ministry of Public Security; the close coordination of ministries and sectors; and the unconditional support of the Hà Nội People’s Committee (UBND TP Hà Nội)… Coupled with that were the unremitting coordination and efforts of the Project Management Unit (PMU), the construction contractors, the design consultant, the supervision consultant, and the verification consultant.

Delivering projects on schedule and to the required quality so they could be inaugurated in time for the sector’s milestone celebration once again affirms CONINCO’s capability and experience in consulting for security and national defense projects. In recognition of these important contributions, at the ceremony the CONINCO team was presented with a commemorative gift for outstanding performance during project implementation. This is clear proof and a valuable acknowledgment of the company’s ability to meet the most complex technical requirements and the strictest security standards, and it continues CONINCO’s string of successes in implementing the Party, State, and Government’s priority projects.
