CONINCO participated in the inauguration ceremony of the Cam Lam - Vinh Hao section of the North-South Expressway

On the afternoon of April 28th, 2024, the Ministry of Transport collaborated with the Ninh Thuan Provincial People's Committee to organize the inauguration ceremony of the Cam Lam – Vinh Hao expressway, which connects to the Nha Trang – Cam Lam, Vinh Hao – Phan Thiet, and Phan Thiet – Dau Giay expressways, reducing the travel time from Ho Chi Minh City to Nha Trang to approximately 5 hours. The Project Experiment and Inspection Center (T.TN) - Consultant and Inspection Joint Stock Company of construction technology and equipment - CONINCO, was directly responsible for implementing and successfully completing the supervision and construction consultancy of this expressway project, allowing the road to be inaugurated and opened to traffic before April 30th, 2024.

From CONINCO, there were Mr. Le Ngoc Quang - Deputy General Director, Mr. Nguyen Huy Quang - Director of the T.TN Center, and the construction supervision consulting team for the project.and leaders from various ministries, sectors, and localities.

Prime Minister Pham Minh Chinh cut the ribbon to inaugurate and put into operation the Cam Lam - Vinh Hao Expressway

The Cam Lam - Vinh Hao project has a length of 79km, passing through 3 provinces: Khanh Hoa, Ninh Thuan, and Binh Thuan. The project starts at Km54+00, behind the Cam Ranh intersection, coinciding with the end point of the Nha Trang - Cam Lam project, located in Cam Thinh Tay commune, Cam Ranh city, Khanh Hoa province. The endpoint is at Km134+00, in front of the Vinh Hao intersection, coinciding with the starting point of the Vinh Hao - Phan Thiet project, located in Vinh Hao commune, Tuy Phong district, Binh Thuan province. In the phased investment stage, the project is invested with a scale of 4-lane cross-section, with a roadbed width of 17m and an exploitation speed of 90km/h. In the complete stage, the project is designed to meet the expressway standard, with a design speed of 100-120km/h.

The Cam Lam - Vinh Hao Expressway officially opened to traffic at 7:00 AM on April 26th.

The project was invested in through a public-private partnership (PPP) model, with a total investment of 8,925 billion VND. Groundbreaking for the Cam Lam - Vinh Hao expressway project began in November 2021, coinciding with the peak of the COVID-19 pandemic. However, with a spirit of "working through the night, holidays, and the pandemic," the construction units increased local workforce recruitment and training, mobilizing thousands of personnel, machinery, and equipment, and arranging multiple construction fronts for the project. Following the Prime Minister's directives, with the mentality of "overcoming the sun, conquering the rain," "eating and sleeping hurriedly," and "only striving, not staggering," the joint venture of investors, supervision consultants, and construction contractors gradually overcame difficulties to successfully complete the project.

After 28 months of construction, the Cam Lam - Vinh Hao Expressway has been completed and officially opened to traffic on April 26th. This is also the final expressway section connecting Saigon to Nha Trang, along with the 4 previously completed sections, including: Ho Chi Minh City - Long Thanh - Dau Giay, Dau Giay - Phan Thiet, Phan Thiet - Vinh Hao, and Cam Lam - Nha Trang. After being fully connected, the route helps to shorten the travel time from Saigon to Nha Trang to only about 4-5 hours, reducing it by half compared to traveling on National Highway 1. Along the route, an intelligent ITS monitoring system has been installed with cameras using AI technology, capable of classifying vehicles, recognizing license plates, detecting and alerting traffic incidents and violations.

The newly opened expressway has 4 lanes, 2 lanes on each side, allowing cars to travel at a maximum speed of 90 km/h and a minimum speed of 60 km/h.
The new route passes through wind power fields in the mountainous Thuận Bắc district, creating a unique characteristic for the Cam Lam - Vinh Hao expressway section.
The area at the border of Ninh Thuận province bordering Khanh Hoa province has many hills and mountains, so the expressway through this area has to cut through mountains, with some areas having slopes and curves following the terrain of the route. A highlight here is the 900-meter long bridge crossing the Song Trou valley, connecting the two provinces. This is also the bridge with the highest pillars on the Cam Lam - Vinh Hao route, with a clearance height of 47 meters.
The Cạn River bridge, located in Cam Thịnh Tây commune (Cam Ranh City), is the last section from the south, connecting the Cam Lam - Nha Trang expressway in Khanh Hoa province in the north.

At the inauguration ceremony, Prime Minister Pham Minh Chinh emphasized that developing a modern and synchronous infrastructure system is one of the three strategic breakthroughs, which the Party and State have been particularly concerned about and directed to implement. Among them, the expressway system plays a crucial role, especially in connecting, increasing transportation capacity to serve production, business, and daily life, attracting investment, expanding the economic-social development space, and ensuring national defense and security for localities, regions, and the country as a whole. According to the Prime Minister, transportation development will open up new development spaces; create conditions for the formation of urban areas, industrial zones, service, tourism, and increase the efficiency of land use; reduce logistics costs, reduce input costs, boost production and business, increase state budget revenue, and at the same time, create favorable conditions for people to travel easily and conveniently, contributing to promoting exchange, living, and improving the quality of life.

Within the country's transportation system, the North-South transportation route plays a crucial role, serving as the backbone and the vital economic and transportation artery of the nation. To create a breakthrough impetus and leverage the potential and advantages of localities along this route, the East-bound North-South expressway has been planned with a total length of 2,063 km, stretching from the Huu Nghi Border Gate in Lang Son to Ca Mau, traversing 32 provinces and cities, and connecting the country's largest economic centers.

Prime Minister Phạm Minh Chính highly appreciated the transportation sector; project management boards; enterprises, contractors, and consultants for their high determination, great efforts, and overcoming difficulties, working with the spirit of "overcoming heat and rain", "increasing shifts and intensity", "eating and sleeping hurriedly", "with unyielding will, fighting against the COVID-19 pandemic", and "working three shifts, four teams, through holidays and Tet" to put the Project into operation.

CONINCO is honored to be entrusted by the Government and the Ministry of Transport to undertake the role of Project Supervision Consultant. Recognizing the crucial significance of the project for the country's socio-economic development, CONINCO's leadership has consistently directed and inspected the construction site. The consultants have leveraged their expertise and experience in implementing Class 1 and special-class transportation projects, working diligently, professionally, and wholeheartedly. Regardless of day or night, CONINCO's Supervisor Consultant team is present at the construction site, meticulously overseeing every aspect to ensure the project meets quality and schedule targets.
