On the morning of March 13, 2026, at Hoa Lac Hi-Tech Park, the Inauguration Ceremony of the Vietnam Space Center and the Opening Ceremony: “Vietnam–Japan Space Horizons 2026 Forum: Partnering for a New Era” officially took place. The event marked a significant milestone for Vietnam’s space sector, signaling its transition from the stage of foundational development to a new era of operation, utilization, and mastery of advanced satellite manufacturing technologies.
Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO., JSC) takes great pride in having served as the supervision consultancy and project management support consultant for the Vietnam Space Center project. Our participation reflects CONINCO’s meaningful contribution to the successful delivery of a project of international significance.
The event was honored by the presence of high-level leaders from both countries. Representing Viet Nam were H.E. Pham Minh Chinh, Prime Minister of the Government of Viet Nam; Mr. Nguyen Manh Hung, Minister of Science and Technology; Prof. Dr. Tran Hong Thai, President of the Vietnam Academy of Science and Technology; Assoc. Prof. Dr. Pham Anh Tuan, Director General of the Vietnam Space Center, along with leaders of relevant ministries and agencies.
Representing the international partners, the ceremony was honored to welcome H.E. ITO Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Viet Nam; Mr. Hiroyuki Hatada, Deputy Minister of Economy, Trade and Industry of Japan; together with representatives from JAXA, JICA, JETRO, and leading Japanese technology corporations.
Representing CONINCO were Dr. Ha Minh, Chairman of the Board of Directors; Mr. Le Nguyen Giap, Deputy General Director; Ms. Do Thi Ngoc Chau, Deputy Chief of the Board of Directors Office; and Assoc. Prof. Dr. Nguyen Cong Giang, Deputy Director of the Center for Scientific Research, Technology and Training – CONINCO (T.NC).

The Vietnam Space Center is the first high-tech science project in Viet Nam to be implemented using Official Development Assistance (ODA) loans from the Government of Japan, with a total investment of over VND 7,000 billion across 9 hectares. Successfully fulfilling its role as a supervision consultant and project management support consultant for complex facilities — including the Operations Center, the Satellite Data Exploitation and Application Center, the 9.3-meter ground antenna system, satellite assembly cleanrooms, and the Space Museum — has reaffirmed CONINCO’s strong professional capabilities and technical expertise.
Beyond that, the close collaboration throughout the project has further strengthened CONINCO’s partnership with the Japan International Cooperation Agency (JICA) and various Japanese corporate partners in the fields of innovation and space technology.
Speaking at the forum, Prime Minister Pham Minh Chinh affirmed that space science represents an essential infrastructure for the digital economy and national defense and security. This macro-level vision is encapsulated in a guiding 20-word motto: “Exploring Space – Mastering Technology – Strengthening Cooperation – Advancing Sustainable Development – Promoting a Peaceful Cosmos,” aiming toward the goal of achieving technological autonomy in satellite development by 2030.
Echoing this shared vision, H.E. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Viet Nam, described the event as a historic milestone that opens a new era of cooperation between the two countries. Meanwhile, Mr. Pham Anh Tuan, Director General of the Vietnam Space Center, expressed deep appreciation for the Japanese Government’s ODA support, affirming that the system is now fully prepared to enter the operational and exploitation phase.
The inauguration of the Vietnam Space Center also directly contributes to the implementation of Resolution No. 57-NQ/TW of the Politburo on the strategic orientation for the development of key technologies. The project stands as a compelling testament and a solid foundation for the deep and enduring partnership between Viet Nam and Japan.
The Center is expected to become a core capability infrastructure — a strategic “launchpad” that will propel Viet Nam’s space technology sector to soar higher and reach further in the new era. CONINCO is deeply honored to have contributed its expertise and dedication to the success of this historic launchpad, continuing its mission of delivering “Assurance for the Future” through every project it helps to build.
