On 25 February 2026, in Ho Chi Minh City, Le Nguyen Giap, Deputy General Director, attended the groundbreaking ceremony of The Operations Command Center Project of the Department of External Operations, Ministry of Public Security. With its strong reputation and extensive experience in construction consultancy, the Centre of International Cooperation & Consultancy (T.3C), under Consultant and Inspection Joint Stock Company of Construction Technology and Equipment, has been appointed to undertake Package TV12 – Project Management Consultancy Services for the project.
The Operations Command Center Project of the Department of External Operations in Ho Chi Minh City is a strategically significant facility aimed at providing modern and integrated infrastructure for the External Operations force, located at No. 4 Hoa Binh Street, Thu Duc Ward, Ho Chi Minh City.
The core objective of the project is to establish advanced professional technical and operational systems to support command and control activities and the application of modern science and technology. Through this, the project will contribute to gradually building the External Operations force into a standardized, elite and modern unit.
The project is newly constructed at a scale designed to accommodate workplaces for approximately 100 officers and personnel. In particular, the technical systems and equipment are designed in compliance with stringent sector-specific construction and engineering standards, approaching Tier III standards. In addition, the fire prevention and fighting, and search and rescue systems are carefully designed and invested in accordance with QCVN 06:2022/BXD and relevant sector-specific requirements, ensuring the highest level of safety for both personnel and equipment.
