It is designed to meet the standards of a 4C airport (according to the standards of the International Civil Aviation Organization - ICAO) and a Class II military airport, capable of handling Code E aircraft. The airport is expected to serve up to 5 million passengers and 25,500 tons of cargo per year.

The project is being implemented by the investor using the PPP (Public-Private Partnership) model with the following roadmap:
Before 2026, the Quang Tri Airport will be fully constructed with the basic facilities to accommodate 500,000 passengers per year, including:
A 2,400m long, 45m wide runway
Taxiways connecting the runway to the aircraft parking apronAn aircraft parking apron capable of accommodating 3 Code C aircraft
During this phase, the passenger terminal will be operated on the 1st floor with a capacity of 500,000 passengers per year. Simultaneously, the construction of facilities to ensure flight operations, technical infrastructure, and connecting transportation infrastructure will be completed to enable the synchronized operation at the above capacity.
By 2030, the Quang Tri Airport will further expand with:Additional taxiways; Increased aircraft parking capacity to 5 Code C positions, with the capability to accommodate Code E aircraft; Terminal upgrades to a 2-level structure to handle 2.2 million passengers per year; Construction of a cargo terminal with a capacity of 5,600 tons per year.

In the post-2030 phase, the Quang Tri Airport will further expand and construct the following facilities:
Expansion of airside infrastructure, including additional runways, taxiways, and apron areas
Expansion and upgrade of the passenger terminal to accommodate up to 5 million passengers per year
Construction of additional cargo terminal facilities to handle around 25,500 tons of cargo per year

The Quang Tri Airport is expected to be operational by 2026, meeting the growing demand for air transportation and contributing to the political, economic, and social development of Quang Tri province as well as the Central region. Simultaneously, Quang Tri Airport will ensure high mobility in defense, rescue, and disaster relief operations; guarantee national defense and security in the Central region in general and Quang Tri province in particular; and align with the planning and development orientation of transportation.

Furthermore, the development of air infrastructure will enhance Quang Tri's attractiveness to domestic and foreign investors. The presence of an airport will be a crucial factor in investment decisions for industries, tourism, and services. Quang Tri possesses immense tourism potential with numerous beautiful beaches and renowned historical sites, attracting a large number of domestic and international tourists. The construction and operation of Quang Tri Airport, along with projects such as the Cam Lo - La Son Expressway, National Highway 15D, the Trans-Asian Highway connecting Laos and Thailand, the coastal road project connecting the East-West Economic Corridor, the Lao Bao - Cam Lo Expressway, the My Thuy deep-water port, the My Thuy - Dong Ha - Lao Bao railway line, will be vital components in completing the province's integrated transportation network. This will serve as a significant catalyst for Quang Tri's socio-economic development, ultimately improving the quality of life for residents in the region.

Moreover, the airport will help connect Quang Tri with other provinces and cities across the country, thereby promoting balanced and sustainable development. Additionally, this project can also open up international flight routes, enabling Quang Tri to connect directly with other countries, creating favorable conditions for international cooperation in the fields of economy, culture, and education.
