CONINCO Oversees Groundbreaking of Ministry of Public Security's First Airport in Gia Binh, Bac Ninh

On the morning of December 10, 2024, the groundbreaking ceremony was held for the Ministry of Public Security's first airport in Xuan Lai commune, Gia Binh district, Bac Ninh province. The airport represents a total investment of nearly 4.5 trillion VND and is strategically located approximately 40 km from Hanoi and Bac Giang, and about 25 km from Bac Ninh and Hai Duong. The Project and Investment Management Center, the Construction Management Center, and Construction Management Center No. 4 - under the Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO., Jsc) - are serving as the project's supervision consultants. This event marks a significant milestone not only for Vietnam's aviation industry but also for CONINCO, underscoring the investor's confidence in CONINCO's capabilities and reputation in executing major projects.
Present at the ceremony were Politburo Member and Prime Minister Pham Minh Chinh, and Politburo Member, Minister of Public Security, General Luong Tam Quang, who presided over the event. Also present were Members of the Party Central Committee: Minister of Planning and Investment Nguyen Chi Dung, Minister of Finance Nguyen Van Thang, and Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan. Leaders from various ministries, departments, central agencies, and Bac Ninh province also attended.

Previously, on September 17, 2024, the Prime Minister issued Decision No. 98/QD-TTg, approving the investment policy for the Gia Binh airport project. Phase 1 involves the construction of a specialized airport with a 1,500-meter runway, covering approximately 125 hectares. The airport is slated for completion in time for the 14th National Party Congress. Envisioned as a multi-purpose, dual-use facility equivalent to a level 4E specialized airport, Gia Binh Airport is designated as a key national project with a particularly vital role within the national defense and security infrastructure.
The airport will support training flights and combat readiness for the People's Public Security Air Force. It will serve as a backup for the Air Defence - Air Force Service (Ministry of National Defence) and other regional airports during emergencies. Furthermore, it is designed to accommodate special/VIP flights for Party and State leaders, as well as international dignitaries, utilizing large fixed-wing aircraft. The airport will also handle cargo and passenger transport when required and conditions permit.
In his address, Prime Minister Pham Minh Chinh emphasized the ongoing efforts to advance three strategic breakthroughs: institutions, infrastructure, and human resources. Transportation infrastructure, including air transport, is a key component of these efforts. He highlighted the development of the aviation economy and aerospace utilization as new growth drivers, contributing to the advancement of production forces and supporting the nation's development in the current era.
Prime Minister Pham Minh Chinh commended the Ministry of Public Security and relevant ministries for their close collaboration and swift execution of the project's pre-construction phase. He also praised the Ministry of Planning and Investment and the Ministry of Finance for their prompt capital allocation and acknowledged Bac Ninh province for its efficient site clearance and handover. He extended his gratitude to the people of Bac Ninh province for their cooperation and support during the relocation and site clearance processes.
The Prime Minister directed the Ministry of Public Security and relevant agencies to expedite the implementation of Phase 1 of the Gia Binh airport project and to concurrently prepare the necessary documentation and procedures for Phase 2.
The Prime Minister tasked the Ministry of Public Security with executing the project according to the "3 best" principles: fastest execution, highest quality, and most cost-effective. This approach will serve as a model for other projects, contributing to the prevention of corruption and waste, ensuring the project's rapid deployment and utilization, and reinforcing the principle of "walking the talk, finishing what we start, and completing each task thoroughly."
The Prime Minister also urged Bac Ninh province and the Ministry of Transport to explore the development of a connecting road between Gia Binh airport and Hanoi, adhering to the "3 best" principle: shortest, most modern, and most aesthetically pleasing, with a width of 80-100 meters. He instructed the Ministry of Transport, the Ministry of Public Security, and Bac Ninh province to immediately initiate a pre-feasibility study for Phase 2 of the project. The Ministry of National Defence will collaborate with the Ministry of Public Security on projects with dual-use applications.
The Prime Minister called upon the contractor to focus on project construction, striving for record-breaking performance while ensuring adherence to the schedule and quality standards. He emphasized the importance of avoiding cost overruns, preventing corruption, and upholding safety, sanitation, and environmental regulations.
The Prime Minister called on Xuan Lai commune, Gia Binh district, and Bac Ninh province to continue prioritizing the well-being of households that have relinquished their land for the project. He stressed the need to ensure stable accommodation, improved living conditions, and social welfare, guaranteeing that the new residences and educational facilities surpass the previous ones.
The Prime Minister expressed his confidence that all ministries, agencies, and local authorities will diligently fulfill their assigned responsibilities. He encouraged them to report any required mechanisms, policies, or support to the Government and the Prime Minister. He urged all involved parties to strive for project completion within 18 months, with an even greater effort to finalize it before December 31, 2025.
To ensure the project's timely completion, adherence to technical and aesthetic standards, absolute safety, and the achievement of all objectives, immediately following the groundbreaking ceremony, General Director Phan Ngoc Cuong instructed the CONINCO supervision consultant team to concentrate fully on the task. He emphasized the need for urgent, meticulous, proactive, and engaged execution, embodying a spirit of unity and determination to meet the schedule, uphold quality, and comply with safety regulations in honor of the upcoming 14th National Party Congress.
The General Director underscored that the project's success will not only benefit the Ministry of Public Security but also elevate CONINCO's reputation and standing. He urged each team member to dedicate their utmost efforts and leverage their collective strength to ensure the effective and high-quality execution of every stage, thereby affirming CONINCO's role and position in the development of critical national security infrastructure.
Upon completion, Gia Binh Airport will serve as a strategic asset for security and national defense, effectively supporting the command and control functions of the People's Public Security Forces. This project stands out due to its substantial scale, distinctive planning and design elements, and its representation of the professionalism, elite capabilities, and modernization of the People's Public Security Forces, particularly the Mobile Police Force. CONINCO., Jsc, with its 45 years of experience and involvement in numerous airports across the nation, pledges to collaborate with all stakeholders to deliver the project on time, safely, and to the highest quality standards.
