CONINCO – Proudly Contributing to the National Data Center: Strengthening Security, Affirming a Leading Position

On 2025-08-18, in the spirited atmosphere of historic August days celebrating the 80th anniversary of the National Day of the Socialist Republic of Vietnam (1945-09-02 – 2025-09-02) and the 80th anniversary of the Traditional Day of the People’s Public Security Forces (1945-08-19 – 2025-08-19), a new symbol of national security in the digital era was officially inaugurated – National Data Center No. 1.
This landmark project holds critical importance for Vietnam’s socio-economic development, reinforcing data security and comprehensively advancing the National Digital Transformation. Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO., Jsc) is honored to have contributed its expertise, experience, and dedication in the role of quality supervision consultant.

The ceremony was attended by Prime Minister Pham Minh Chinh; Minister of Public Security, General Luong Tam Quang; Deputy Prime Minister Nguyen Chi Dung; representatives of Party Central Committees and the Government Party Committee; and leaders of ministries and central agencies. Representing CONINCO were Mr. Phan Ngoc Cuong – Chairman of the Board of Directors; Mr. Nguyen Manh Tuan – Member of the Board of Directors, General Director; and the Supervision Team.

CONINCO’s Mark: Ensuring Quality for the Nation’s “Brain”

National Data Center No. 1 covers more than 20 hectares, housing 1,300 racks, making it one of the largest data centers in Southeast Asia. It is the first national-level center in Vietnam designed and built to meet the highest international certification standards. The facility strictly complies with both domestic and international requirements for construction, safety, environmental protection, and green energy, and is ready to provide modern, secure, and integrated cloud infrastructure for agencies and organizations.

The Center is regarded as the “heart” of the nation, the hub that stores, protects, and manages national data. As foundational infrastructure, it is essential to safeguarding data security, reinforcing digital sovereignty, and accelerating the National Digital Transformation. Its significance is reflected in the close attention of Party and State leaders. Notably, the project was honored with a visit and direct instructions from General Secretary To Lam. His guidance was both a source of encouragement and a mandate for all participating units, including CONINCO, that the project must meet the highest standards of safety, security, and quality.

Responding to that trust, CONINCO’s experts and engineers, under the leadership of Chairman Phan Ngoc Cuong, accompanied the project from the outset, turning stringent technical requirements into reality. With deep expertise and a strong sense of responsibility, CONINCO ensured every detail of the facility met international benchmarks, befitting its role as foundational infrastructure for the Digital Government, Digital Economy, and Digital Society.

National Data Center – Magnitude and Historic Mission

In his keynote speech, Prime Minister Pham Minh Chinh emphasized that the Center’s inauguration marks a milestone: a core foundation for data services, policy-making, development, and the building of a Digital Government, Digital Society, and Digital Economy, while safeguarding national defense and security. He required that the Center become the “heart” of national digital transformation, pioneering in data connectivity and sharing, and creating a safe, reliable ecosystem that serves both as a management tool and as a driver of growth.

The Prime Minister commended the determination of the Ministry of Public Security, contractors, and consulting units for completing the project on time and to a high standard. He underlined that the project embodies the aspiration, resilience, and values of the Vietnamese people, with the spirit of “turning nothing into something, turning difficulties into ease, turning the impossible into possible” – a symbol of “Vietnamese Will – Vietnamese Wisdom – Vietnamese Aspiration.”

Future Vision – Building a National Digital Ecosystem

Once operational, the Center will serve as the nucleus for core digital platforms and services, supporting citizens, businesses, and government operations. According to the roadmap, the Ministry of Public Security will proceed with National Data Centers No. 2 and No. 3, establishing a robust national data infrastructure network.

The project’s success is a shared pride of the Project Owner, contractors, and consulting teams. For CONINCO, its successful role at National Data Center No. 1 not only reaffirms its position and capacity in supervising technically complex, high-profile projects but also strongly reflects its core value: “Assurance for the Future.”
