CONINCO: Optimizing Internal Strength, Stepping Firmly Toward Greater Heights

As the country enters a new development cycle, CONINCO is focusing on governance innovation, human resources development, digital transformation and international cooperation, with the aim of enhancing its competitiveness, gradually mastering technology, and rising to lead the core construction consulting value chain. Recently, The Journal of Construction interviewed Dr. Ha Minh, Chairman of the Board of Directors of Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO., JSC), on the Company’s development strategy in the new infrastructure investment cycle. The article was published in the October 2026 issue of the magazine on the occasion of Vietnamese Entrepreneurs’ Day.

Optimizing Internal Strength to Enhance Competitiveness

Reporter: After nearly a year as Chairman of the Board of Directors, which key decisions have you prioritized to stabilize the system and create momentum for CONINCO’s breakthrough?

Dr. Ha Minh: The end of 2025 was a pivotal period, not only because of the organizational transition, but also because the entire construction industry was facing rapid changes in the macroeconomy and in global technology trends. To adapt and lead at this new pace, my key decision was “Optimizing resources and promoting comprehensive digital transformation.”

The core objective is to deeply integrate technology platforms into the entire management system and digitize data, so as to increase the speed of work processing and the flexibility of our response to the market. In addition, CONINCO’s greatest strength has always been its people. I therefore pay particular attention to creating maximum room for creativity for our key personnel.

CONINCO is honored to receive “Top 1 of Top Quality & Reputable Construction Consulting Enterprises in Vietnam 2026”

The synergistic power of a tech-oriented mindset and proactiveness, self-directed spirit has helped CONINCO maintain steady growth and continue to leave a strong mark on key projects: the APEC Convention Center; Phu Quoc International Airport; National Data Center No. 1; Vietnam Procuratorate University; headquarters of ministries and agencies; headquarters of major economic groups; the Lao Cai – Hanoi – Hai Phong railway line; Urban Railway Line No. 1, and others.

By the end of the first nine months of 2026, the value of contracts signed by CONINCO had reached nearly 200% of the full-year plan. This result reflects a highly promising market and is the most genuine measure of the Company’s effectiveness, affirming its competitive position.

Reporter: What competitive advantages has CONINCO identified in the face of the wave of large-scale infrastructure investment?

Dr. Ha Minh: The push to develop transport infrastructure, urban planning and high-tech centers opens many opportunities, but also poses major challenges for domestic consulting firms. These national key projects demand high standards in technology, management, quality, safety, environment and sustainable development. If a firm only undertakes traditional work, it will find it difficult to move up the value chain.

CONINCO’s advantage lies in its experience from many large projects, with nearly 1,800 engineers, architects and experts with deep expertise, and a thorough understanding of actual conditions, laws, and construction standards and regulations in Vietnam.

On that foundation, we continue to enhance our capacity for solution integration, complex project management and access to new technologies. A consulting firm must accompany the Investor from the selection of technical and technological solutions through to the control of schedule, quality, cost and investment efficiency.

CONINCO’s goal is to undertake work with higher knowledge content and added value, to affirm its capabilities in the domestic market, and to expand internationally.
Human Resources and Data as the Foundation for Mastering Technology

Reporter: How is CONINCO preparing its human resources for large-scale railway projects?

Dr. Ha Minh: High-speed railways and urban railways are highly technology-intensive projects that require synchronization among infrastructure, rolling stock, control systems, safety and operations. This is a field in which Vietnam still needs to accumulate experience; therefore, human resources must be one step ahead.

CONINCO’s high-speed railway engineer training class successfully defends its graduation projects

To be ready for the new infrastructure era, we have been implementing, in a coordinated manner, four strategic focuses aimed at standardizing the domestic academic foundation and transferring international technology.

First, we proactively cooperate with leading domestic universities to provide in-depth training and build a core force of railway engineers with a solid academic foundation.

Second, we cooperate with a leading Japanese corporation to implement exclusive training programs, enabling our team to gain direct access to core standards and technologies.

Third, we increasingly organize delegations to directly survey and study infrastructure models in developed countries. The purpose is not only to draw lessons from practical management and operation experience but, more importantly, to directly assess and absorb the most advanced core technologies, thereby building a solid technical foundation for application to mega-projects in Vietnam.

Fourth, we promote joint ventures and cooperation with reputable foreign partners to directly participate in the implementation of several urban railway and high-speed railway projects, creating an environment in which engineers can gain hands-on experience and master technology right on the construction site.

Reporter: What changes is digital transformation creating in CONINCO’s operations?

Dr. Ha Minh: Digital transformation must be reflected in management efficiency, labor productivity and the quality of consulting products. Rather than stopping at investing in software or digitizing a few processes, CONINCO is gradually integrating technology platforms into management, and digitizing and exploiting data to serve operations and project management. The Company is also researching the application of AI, big data and digital tools in its professional work.

The data accumulated from many types of works and projects is an important asset. When standardized, connected and effectively exploited, this data will support decision-making, risk control and improved consulting quality.

We are aiming for a data ecosystem that can be shared across the entire Company, reducing repetitive work, increasing coordination among departments, and helping experts make faster and more accurate decisions. Competitive advantage in the coming years will depend increasingly on the ability to combine human knowledge with data and technology. CONINCO is preparing for that shift.

International Cooperation to Elevate the Position of Vietnamese Consultancy

Reporter: What does CONINCO expect from expanding international cooperation?

Dr. Ha Minh: CONINCO’s cooperation philosophy is “Equality and Synergy”. International partners have strengths in technology, experience in implementing large projects and advanced management. CONINCO has a deep understanding of the Vietnamese market, actual conditions, laws, standards and regulations, as well as the capacity to organize implementation. This complementarity creates value for both sides.

The President of OC Global Group (Japan) visits and works at CONINCO

We are expanding relations with partners from Japan, South Korea, China, France, Australia and many other markets; at the same time, we are participating in projects with foreign elements and stepping up our activities in Laos.

High-speed railways, urban railways, airports, underground works and strategic infrastructure projects will be the environment in which the Company enhances its capabilities. The decisive condition remains a team with sufficient knowledge, experience and resolve.

In the coming period, our strategy is to continue expanding the market and bring the Vietnamese construction consulting brand to the region, while acting as a bridge to bring the world’s advanced technologies to application in Vietnam.

Reporter: On the occasion of Vietnamese Entrepreneurs’ Day, October 13, what message would you like to send to the construction business community, to the partners who have accompanied CONINCO, and to all of the Company’s staff?

Dr. Ha Minh: On Vietnamese Entrepreneurs’ Day, I would like to extend my wishes for good health and success to the community of entrepreneurs and enterprises in the construction industry. We are shouldering the mission of contributing to changing the face of the nation’s infrastructure. Although many challenges lie ahead, with intellect and the aspiration to rise, I believe Vietnamese enterprises will master advanced technologies.

CONINCO deeply values the trust of the Party, the Government and the State, as well as of ministries, agencies and sectors, partners and clients who have always accompanied us. In particular, I would like to express my deepest gratitude to the generations of CONINCO officers and engineers, who have tirelessly worked on construction sites, undaunted by difficulties, to continue writing the Company’s glorious history. CONINCO will continue to innovate, be creative and constantly enhance its capabilities, so as to always be a symbol of “Assurance for the future.”
