General Director Nguyen Dang Quang Attends Groundbreaking Ceremony of the Vietnam Procuratorate University – A Signature Design by the CONINCO – NIHON SEKKEI (Japan) Joint Venture

On the morning of August 8, 2026, in Chuong My Ward, Hanoi, the groundbreaking ceremony for the University of Procuracy project was officially held in a solemn atmosphere. As a key project in the judicial sector, the project is being designed by Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO., JSC) as part of a joint venture with NIHON SEKKEI (Japan), further affirming CONINCO's strong position in the development of nationally significant educational facilities.

The event was attended by Mr. Tran Quoc Vuong – former member of the Politburo and former Politburo member and former Permanent Member of the Secretariat of the 12th Party Central Committee, various departments and agencies, and local authorities, together with representatives of the Investor, partners, and units involved in implementing the project.
On the CONINCO – NIHON SEKKEI design joint venture side, attendees included Mr. Nguyen Dang Quang – General Director; Ms. Nguyen Thuy Mai – Director of NIHON SEKKEI Vietnam Co., Ltd.; Mr. Nguyen Tuan Anh – Director of Architecture Center 1; Ms. Trinh Thi Phuong Thao – Deputy Director of the Design Management Center; and the design consultancy team.

The Design Consultancy's Signature: Essence Drawn from Lao Tzu's Philosophy

Unlike conventional, formulaic buildings, the CONINCO – NIHON SEKKEI design consultancy joint venture introduced a bold new architectural vision inspired by Lao Tzu's philosophy of "Water."." The team of architects skillfully translated the qualities of water – calm, gentle, and enduring – into every line of the space.

The building conveys the solemnity and authority characteristic of the procuracy sector, yet is never rigid – instead it is flexible, evoking the graceful movement of flowing water. An outstanding highlight of the design solution is the central landscape axis – the "backbone" guiding the entire spatial order and connecting the functional blocks in a coherent logic. Together, these elements blend into a modern, sustainable architectural complex, harmoniously integrated with the community and surrounding natural environment.

A Project to Elevate the Quality of Human Resources in the Procuracy Sector

Speaking at the ceremony, a representative of the Investor emphasized the project's importance in the strategy to modernize training facilities and meet the urgent need to develop high-quality judicial human resources. Guided by the view that "training and fostering cadres must go one step ahead," the project carries profound significance, helping to elevate the quality of professional training across the entire sector.

The project is being built on a 13.2-hectare site with a total investment of nearly VND 1,600 billion, to be implemented over 2026–2029. Designed to accommodate 7,000–7,500 students and thousands of trainee officials, the complex includes a full range of modern facilities such as an Administration Building, a 1,100-seat auditorium, a lecture hall system, a library, a student dormitory area, and a multi-purpose sports hall. The project is expected to be completed in 2029, promising to become a new architectural landmark – a spacious, modern "knowledge space" that helps elevate the urban landscape of the capital.
