North-South Expressway, Hoai Nhon - Quy Nhon section passing through Binh Dinh: The need to expedite the land clearance process to avoid impacting the overall progress of the entire project.

On September 25, 2023, the Project Steering Committee of the North-South Expressway, under the Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO., JSC), conducted an on-site inspection of the Hoai Nhon - Quy Nhon section of the North-South Expressway project in Binh Dinh province. The project starts at Km0+000 (the endpoint of the Quang Ngai - Hoai Nhon project) in Bong Son Ward (Hoai Nhon Town) and ends at Km70+091 (connecting with the starting point of the Quy Nhon - Chi Thạnh project) in Nhon Hoa Ward, An Nhon Town. The total length of the route is approximately 70.1 km. The completed phase of the expressway has a designed speed of 120 km/h, with 6 lanes and a roadbed width of 32.25 meters. The investment phasing of the project has a scale of 4 limited-access highways, with a roadbed width of 17 meters. The Mechanical & Electrical Technology & Energy Project Center (T.ME) is the unit directly responsible for project supervision.

According to the report the Supervision Consulting Team, there are currently 34 construction sites being implemented, including the main road foundation, tunnels, bridges, and prefabricated structural tunnel. The construction units have mobilized equipment and manpower for the implementation. However, the progress is behind the expected schedule. The biggest challenge at the moment is that the construction cannot proceed continuously due to incomplete land clearance and scarcity of materials. Additionally, the expressway passes through natural forests, particularly a 3km section bordering Phu My district and Hoai An district, which poses another difficulty.

During the on-site inspection, Director Phan Ngoc Cuong recognized the difficulties that the construction units are facing when implementing the project. He emphasized that this is one of the 12 component projects within the national key project of the North-South Expressway in the 2021-2025 phase. Once completed, the project will be a high-capacity, safe, and high-speed road that meets transportation needs and aligns with the direction and planning of the Ministry of Transport. It will connect economic and political centers in the coastal central region, contribute to the integration of the North and the South through a step-by-step completion of comprehensive infrastructure, promote socio-economic development, enhance the competitiveness of the economy in the context of extensive integration, and ensure security and defense. Therefore, the Steering Committee requested CONINCO and the construction units to focus on implementing construction works in areas where land clearance has been completed and there is available land for embankment. They are also instructed to carry out bridge construction works in accessible locations, as well as closely coordinate with the Employer and local authorities to promptly address difficulties and accelerate the construction progress without affecting the overall project schedule.
