On the morning of 25 November 2025, Member of the Party Central Committee and Deputy Prime Minister Mai Van Chinh, together with a working delegation, conducted a site inspection of Subproject 3 of the Ho Chi Minh City Ring Road 3 Project. During the inspection, the Deputy Prime Minister emphasized the requirement to achieve technical traffic opening by 19 December 2025. In line with this target, CONINCO’s Ho Chi Minh City Branch, acting as the Construction Supervision Consultant, has been working closely with contractors to accelerate progress while maintaining strict quality control across all work items.
Targeting Technical Traffic Opening Before 19 December
Subproject 3, located in Dong Nai Province, has a total length of 11.26 km and serves as a critical connection between Dong Nai and Ho Chi Minh City. Reporting to the inspection delegation, the Project Management Unit stated that despite prolonged adverse weather conditions, by the end of November 2025, the overall construction output had reached over 60% of the contract value.
At the site, Deputy Prime Minister Mai Van Chinh acknowledged the efforts of the investor, contractors, and consultancy units. He stressed that the remaining time until the 19 December deadline is limited and requested all parties to work on a round-the-clock, multi-shift basis, making maximum use of favorable weather conditions to complete key work items.
Strict Quality Control During the Peak Construction Phase
Taking advantage of improved weather conditions, asphalt concrete paving is currently being carried out simultaneously along the entire route. This is a critical phase that directly determines the long-term performance and service life of the roadway.

In its role as Construction Supervision Consultant, the CONINCO engineering team maintains a continuous on-site presence, closely monitoring input materials and asphalt paving procedures. Key technical parameters, including asphalt temperature, compaction degree, and pavement smoothness, are strictly inspected and accepted in accordance with applicable technical standards.
In addition to driving construction progress, CONINCO places strong emphasis on supporting the investor and contractors in promptly addressing technical issues arising on site, ensuring uninterrupted workflow. With professionalism, dedication, and a strong sense of responsibility, CONINCO’s engineers are committed to upholding discipline and quality, contributing to the successful completion of Subproject 3 in line with the Government’s technical traffic opening schedule.
