The Vung Ang – Bung Expressway project, which began on January 1, 2023, is one of the 12 component projects within the North-South Expressway project in the 2021-2025 phase. The expressway section starts at kilometer 568+200 in Ky Tan commune, Ky Anh district, Ha Tinh province (adjacent to the endpoint of the component project Ham Nghi - Vung Ang), and ends at approximately kilometer 624+228.79 in Cu Nam commune, Bo Trach district, Quang Binh province (adjacent to the starting point of the component project Bung - Van Ninh). The total length of this section is 55.34 km. The completed section has a roadbed width of 32.25 meters, with 6 lanes, while the phased investment stage has a roadbed width of 17 meters with 4 lanes. The fully designed expressway section has a speed limit of 100 km/h. In this section, there are 33 bridges, including 28 bridges on the expressway and 05 crossroad bridges over the expressway. The project has a total investment of 12,548 billion Vietnamese dong. The Construction Management Center (T.QX) is the unit directly responsible for monitoring the construction quality of the project.

On September 22, 2023, the Steering Committee of the North-South Expressway project of Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO.,JSC), consisting of Mr. Phan Ngoc Cuong - Member of the Board of Directors, General Director, Head of the Committee; Mr. Nguyen Luong Binh - Deputy General Director, Head of Technical Management Department, Deputy Head of the Committee; Mr. Nguyen Huu Truong - Deputy General Director; Mr. Nguyen Huy Anh - Deputy General Director; Mr. Tran Thanh Hai - Deputy General Director; Mr. Nguyen Thanh Binh - Chairman of the Labor Union, and leaders of the management department and implementing units, conducted a site inspection and reviewed the progress of construction activities for the project.

After nearly 10 months since the commencement date, the Vung Ang - Bung expressway has gradually taken shape with various tunnel and bridge structures. However, to ensure the project meets the scheduled deadline in 2025, there is still a lot of work to be done. As of September 2023, the contractors involved in the project have achieved a construction output of over 1,745 billion Vietnamese dong, equivalent to 17.13% of the contract value, surpassing the set progress.

Due to the nature of the route near the Ngang Pass, close to the Hoanh Son range, construction during the rainy season is not feasible. Therefore, taking advantage of sunny days, the contractors have mobilized labor and machinery to focus on simultaneous implementation of construction activities, making efforts to accelerate progress and prioritize handling difficult points and road sections. Among them, the But Pass Road Tunnel passing through the But Mountain (Ha Tinh) is one of the important components and highlights on the Vung Ang-Bung expressway section. The tunnel is designed with two tunnel tubes, with respective lengths of 716m and 840m. The construction of pile foundations and piers for the bridges along the route is also being expedited. Despite the advantages, the Vung Ang - Bung expressway project is currently facing some unresolved issues as the land acquisition and site clearance work has not been completed.

During the on-site inspection, General Director Phan Ngoc Cuong acknowledged the dedicated efforts of the project management team, who have been proactive and diligent in their work. They have closely coordinated with the Employer and construction units to devise measures to accelerate the construction progress and overcome obstacles, ensuring smooth implementation of the project, surpassing the set deadlines, and ensuring construction quality and labor safety. Despite the substantial remaining workload and immediate challenges, the Steering Committee has confidence in the sense of responsibility and urgency demonstrated by the entire team of engineers and workers involved in the project, along with the determination of the Project Management Unit, supervision and consultancy team, and construction units. They will bring the project to its designated completion within the specified timeframe, contributing to the improvement of a comprehensive infrastructure system with modern facilities, promoting socio-economic development, and safeguarding national defense and security.
