The Prime Minister reviewed the progress and paid a visit to encourage the engineers and construction workers involved in the T3 Terminal - Tan Son Nhat International Airport Project and Long Thanh International Airport Project on the occasion of the 2024

As part of the schedule to inspect the progress of construction projects for critical transportation infrastructure in the southern region during the Lunar New Year, on February 12th and 13th, 2024 (the 3rd and 4th day of the Lunar New Year), Prime Minister Pham Minh Chinh conducted inspections of the construction execution of the T3 Terminal - Tan Son Nhat International Airport Project (Ho Chi Minh City) and the extensive construction site of the Long Thanh International Airport Project (Dong Nai). He was accompanied by Deputy Prime Minister Tran Hong Ha, Minister and Chairman of the Government Office Tran Van Son, Minister of Transport Nguyen Van Thang, Minister of Construction Nguyen Thanh Nghi, leaders various relevant ministries and departments, as well as leaders the provinces and cities where the projects are located.
From the side of CONINCO, the supervision and inspection consultant responsible for verifying important components of the Long Thanh International Airport Project, was represented by Mr. Phan Ngoc Cuong, member of the Board of Directors and General Director. As for the T3 Terminal - Tan Son Nhat International Airport Project, there were Mr. Nguyen Minh Quan, the Deputy General Director, along with the CONINCO consulting staff that carry out their duties in both projects.
T3 Passenger Terminal - Tan Son Nhat International Airport: under the motivation to be completed before April 30th, 2025, in celebration of the 50th anniversary of the complete liberation of the South and the reunification of the ry.
On the afternoon of February 12th (the 3rd day of the Lunar New Year, Year of the Wood Dragon), at the T3 Terminal - Tan Son Nhat International Airport Project, Prime Minister Pham Minh Chinh praised the efforts of the relevant ministries, agencies, and entities. He highly appreciated the enthusiastic and proactive spirit of the officers, workers, and laborers who worked tirelessly throughout the Lunar New Year and holidays. Just under 6 months since the groundbreaking, many difficulties and obstacles have been overcome, and the shape of a modern terminal is gradually coming into existence.
This is the fourth time that the Prime Minister has come to inspect, urge, and provide guidance to accelerate this national key project. In the coming period, the Prime Minister requested the construction contractors to revise the progress schedule, mobilize resources such as vehicles, equipment, and labor force, research and improve construction methods, and expedite the project's progress. The Prime Minister emphasized the need to establish connectivity between the domestic terminal and the surrounding areas and with the Long Thanh International Airport. The Prime Minister requested efforts to complete the project before April 30th of the following year to celebrate the 50th anniversary of the Liberation Day of the entire South, the reunification of the ry (April 30th, 1975 - April 30th, 2025).
The T3 Passenger Terminal at Tan Son Nhat International Airport has a capacity of 20 million passengers per year. It consists of one underground floor and four above-ground floors, with 90 airline check-in ers, 27 boarding gates, and 25 passenger security checkpoints. The total investment for the project is approximately 11 trillion Vietnamese dong (over 450 million USD). Currently, the construction site employs 16 tower cranes and, during peak periods, more than 400 motor vehicles and nearly 1,400 engineers and workers are mobilized to ensure the project stays on schedule
Long Thanh International Airport Phase 1: Striving to shorten the project completion time by 3 to 6 months.
On February 13th (the 4th day of the Lunar New Year, Year of the Wood Dragon), during the inspection visit and New Year greetings to the construction forces at the Long Thanh International Airport Project site in Dong Nai, Prime Minister Pham Minh Chinh expressed his enthusiasm for the vibrant working atmosphere at the construction site. Despite the Tet holiday and scorching hot weather, dozens of motor vehicles and hundreds of officials and workers were still diligently working. The Prime Minister commended their dedication and hard work.
The Phase 1 construction of the Long Thanh International Airport project has a total investment of nearly 110 trillion Vietnamese dong and consists of four component projects. Among them, Component Project 3 is related to important infrastructure within the airport and is being invested by ACV (Airports Corporation of Vietnam), with a total investment of over 99 trillion Vietnamese dong. Currently, all project components are being rapidly implemented. After inspecting the site and listening to the reports, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the progress in implementing the project components, as well as the completion of land clearance and essential procedures. Notably, the 4-kilometer-long and 75-meter-wide runway has taken shape, and the underground part of the terminal has been completed after 5 months of mobilizing over 3,200 personnel and 1,300 pieces of machinery and equipment for construction. During the Lunar New Year of the Year of the Wood Dragon in 2024, nearly 800 engineers and workers stayed on-site to continue construction throughout the holiday. Up to now, the disbursement for public investment in the project has reached over 11.3 trillion Vietnamese dong.
Prime Minister Pham Minh Chinh stated that this is the third consecutive Tet holiday in which he has inspected the progress of this project. The Prime Minister directed, "If 2023 was a year of initiation, then 2024 must be a year of breakthrough to accelerate and reach the finish line in 2026." Based on the gathered experience, the Prime Minister requested a restructuring of the schedule, particularly aiming to shorten the implementation time by an additional 3 to 6 months. This is to compensate for any potential delays that may occur during the construction process.
The relevant ministries, sectors, and localities must closely coordinate to implement the tasks and promptly resolve any emerging issues. They should simultaneously organize the implementation of the main contracts and sub-contracts, as well as the main and ancillary works. Particularly, when Phase 1 of the project is nearing completion, Phase 2 must be immediately initiated. There is an urgent need to develop the master plan for the Long Thanh Airport City, including synchronized infrastructure and services, to fully exploit the project's potential.
Furthermore, the Prime Minister called for a campaign to accelerate the project's construction progress now until April 30th, 2025, an important occasion marking the 50th anniversary of the liberation of the South and the reunification of the ry. This campaign aims to enhance the work spirit and expedite the construction progress of the project
The relevant units should continue to focus on the spirit of "only discuss work, not setbacks," "overcome the heat, conquer the rain," and "make the most of available time and work diligently." The implementation of "3 shifts and 4 teams," working through holidays and the Lunar New Year, regular inspections, and supervision is proposed to ensure progress, quality, technical standards, aesthetics, environmental hygiene, labor safety, and to prevent negativity and waste. By adhering to these principles, the project can maintain momentum and ensure efficiency in terms of schedule, quality, and safety. It also emphasizes the importance of environmental cleanliness, labor safety, and the prevention of negative practices.
