General Secretary To Lam Visits and Works at the National Data Center

In the urgent atmosphere of the final days of 2025, on the afternoon of December 29, General Secretary To Lam visited and held a working session at National Data Center No. 1 – the "heart" of Vietnam's digital infrastructure, located at the Hoa Lac Hi-Tech Park, Hanoi. This event holds special significance, affirming the profound concern of the Party and the State for the national digital transformation. Consultant and inspection joint stock company of construction technology and equipment - CONINCO is proud to be the Supervision Consultant for this key project.

Accompanying the General Secretary were General Luong Tam Quang – Member of the Politburo and Minister of Public Security; and various Members of the Party Central Committee: Mr. Nguyen Chi Dung – Deputy Prime Minister; Mr. Pham Gia Tuc – Chief of the Office of the Party Central Committee; Mr. Nguyen Thanh Nghi – Head of the Central Policy and Strategy Committee; Mr. Nguyen Van Thang – Minister of Finance; and Colonel General Nguyen Van Long – Deputy Minister of Public Security. The session also included leaders of functional departments of the Ministry of Public Security, as well as representatives of contractors and construction units.
Representing CONINCO were Mr. Phan Ngoc Cuong – Member of the Board of Directors, and Mr. Nguyen Huy Quang – Vice General Director.

During the session, General Secretary To Lam and other leaders toured the server systems, the Integrated Operations Center (IOC), and key technical facilities of the Center. Established in February 2025 and officially operational since August 2025 following a "rapid-fire" schedule, the National Data Center has become a symbol of Vietnamese will and intellect. Throughout the project implementation, CONINCO’s Supervision Consultant team maintained a constant presence at the site, working in continuous shifts ("3 shifts, 4 crews") day and night to strictly monitor every technical process, ensuring the facility meets the highest standards of data security and safety.

In his keynote address, General Secretary To Lam emphasized that data is a priceless resource and the core foundation for building a Digital Government, Digital Economy, and Digital Society. The General Secretary demanded that operation and management must be absolutely secure, with no room for gaps or subjectivity. Notably, he directed: "Do not trade data security and safety for convenience or speed." These instructions serve as a guiding principle for CONINCO’s engineers as they continue their duties in supervision, finalization, and system maintenance, ensuring stable and sustainable operation for the "brain" of this new era.

The visit and working session of General Secretary To Lam provided immense encouragement and motivation for all forces directly involved in the National Data Center project. It further empowered all parties to collaborate with determination to complete the project with the highest quality and standards.

The initial successes of the project are the result of solidarity, intellect, and responsibility from the collectives and individuals dedicated to the site, regardless of difficulties, for the common goal of the country. As the unit responsible for monitoring quality and progress, CONINCO commits to continuing its close coordination with relevant parties, remaining creative and dedicated to ensuring the nation's "digital heart" operates stably and effectively. This will create a solid launchpad for Vietnam to confidently enter a new era of national ascent, power, and prosperity.
