General Director Nguyen Dang Quang Attends the Groundbreaking Ceremony for the New Barracks of Thanh Hoa Provincial Police: CONINCO’s Design Imprint

On the afternoon of March 27, 2026, at No. 1A Le Loi Avenue, Thanh Hoa City, the Thanh Hoa Provincial Police held the groundbreaking ceremony for the construction of the new barracks. The Consultant and Inspection Joint Stock Company of Construction Technology and Equipment - CONINCO is honored to be the design consultant for this project. General Director Nguyen Dang Quang, together with the team of experts and architects from CONINCO, attended the event.

The ceremony was honored by the presence of General Luong Tam Quang – Member of the Politburo, Secretary of the Party Committee of the Ministry of Public Security, Minister of Public Security – who attended and delivered a directive speech. Also present were leaders of Thanh Hoa Province, representatives from central ministries and sectors, and a large number of officers and soldiers of the provincial police force.

A strategic project with a “100-year vision”

The Thanh Hoa Provincial Police Barracks project is being implemented on a total planned area of 32.8 hectares, including the working headquarters of operational units, command and control areas, as well as logistics, technical, and training facilities. The highlight of the project’s scale is the central building complex designed with 1 basement level and 12 above-ground floors. In particular, the complex features a large conference hall with a capacity of nearly 1,000 seats, serving not only large-scale activities of the provincial police but also capable of hosting important provincial and regional conferences and events.

In his directive speech at the ceremony, General Luong Tam Quang acknowledged the careful preparation and efforts of the Thanh Hoa Provincial Police. With the spirit of “choosing correctly, implementing quickly, completing thoroughly, and measuring by results,” the Minister particularly emphasized the requirement for design consulting, supervision, and construction units to ensure absolute progress, quality, technique, and aesthetics for the project with a “100-year vision.” At the same time, the Minister set a high target to put the project into use before the 82nd anniversary of Vietnam People’s Public Security Day (August 19, 2027).

In addition to strictly meeting the functional requirements specific to the project, CONINCO’s design also focuses on green landscape solutions that are environmentally friendly and harmonious with the overall planning of Thanh Hoa City. Upon completion, the project is expected to become an impressive architectural highlight right in the center of Le Loi Avenue.
