Technology Diplomacy and the Strategic Vision of CONINCO’s Leader
Opening the event, Dr. Ha Minh, Chairman of the Board of Directors of CONINCO, expressed his deep gratitude for the attention and guidance of the Ministry of Construction’s leadership and for the support of partners and clients. Outlining the background of the Strategic Cooperation Agreement, he stressed that it grew directly out of a strategic working visit to Australia and New Zealand in July 2026 by a Ministry of Construction delegation led by Deputy Minister Pham Minh Ha.
Notably, during the visit, CONINCO, drawing on its broad international network and the keen insight of its leader, had the honor of acting as a bridge, directly liaising with and co-organizing key working sessions between the Ministry delegation, ROCKFIELD and the University of Melbourne. This proactive connection grew out of Dr. Ha Minh’s own strong academic background.
The partnership is all the more meaningful given the friendship of more than 20 years between Dr. Ha Minh and Dr. Govinda Pandey, which Dr. Ha Minh proudly recounted. Nearly a quarter of a century ago, the two chairmen were fellow doctoral students at Saitama University, where both received prestigious awards from the Japan Society of Civil Engineers (JSCE) for outstanding research. Their shared scientific outlook, together with the Ministry of Construction’s broader policy direction, has grown into a comprehensive institutional partnership that aims to bring advanced global technologies into practice in Vietnam’s construction industry.
Continuing the story, Dr. Govinda Pandey, Chief Executive Officer of ROCKFIELD, expressed his admiration for the remarkable progress of Vietnam’s infrastructure sector and for CONINCO’s significant contributions. He said the strategic cooperation between ROCKFIELD and CONINCO is not simply a commercial agreement but a meeting of strengths, combining CONINCO’s extensive local project management experience with leading Australian solutions in asset management, digital twins and structural health monitoring.
Addressing the event, Deputy Minister of Construction Pham Minh Ha highly commended CONINCO and its partner ROCKFIELD for their initiative and foresight. Recalling his positive impressions from visiting ROCKFIELD’s headquarters in Australia in July 2026, he stressed the urgent need for digital transformation and sensor technologies for periodic assessments that ensure the safety of hundreds of thousands of complex infrastructure works and crowded public facilities nationwide. He expressed hope that the cooperation would soon translate into concrete products that help improve the sector’s policies.
Witnessed by the Deputy Minister and distinguished guests, the Strategic Cooperation Agreement between CONINCO and ROCKFIELD was signed in a formal ceremony, marking an important turning point in both companies’ journeys toward sustainable growth.
Thematic Workshop: Bringing Global Knowledge into Vietnam’s Infrastructure Practice
Right after the signing ceremony, the program continued with the thematic workshop “Advanced Technologies in Monitoring, Management and Sustainable Infrastructure Development,” featuring three highly practical presentations.
– The workshop opened with an in-depth presentation on “Experience in Infrastructure Monitoring, Structural Health Monitoring and Digital Twins” by Dr. Govinda Pandey, Chief Executive Officer of ROCKFIELD. It gave a comprehensive overview of how digital and early-warning technologies can strengthen the resilience of structures against unpredictable natural disasters.
– The second presentation, by Assoc. Prof. Dr. Nguyen Cong Giang, Deputy Director of the CONINCO Research Center of Science, Technology and Training, addressed “Governance and Use of Underground Space Resources in Cities.”
– Next, Mr. Tom Bainbridge, Managing Director of ROCKFIELD, offered incisive solutions in his presentation “Advanced Modeling and Direct Monitoring Technologies for Machinery, Industrial Plants and Underground Works.” From an expert’s perspective, he showed how a closed loop from modeling (FEA, DEM) to sensor-based measurement is the key to optimizing design, preventing risks and significantly extending the service life of real-world assets.
Building on the presentations, the open discussion became a valuable, multi-perspective dialogue that brought together the insights of policymakers and experts. Delegates agreed on directions for resolving practical challenges in technology standardization, toward a smart urban infrastructure network that is resilient to risks and makes the best use of operating resources over the long term.
The success of the events once again affirms CONINCO’s leading position and forward-looking vision in the construction consulting market. With a solid knowledge base and a network of top international partners, CONINCO is committed to continuing to deliver optimal infrastructure solutions and helping to elevate the face of Vietnam’s cities.
