CONINCO participated in the Groundbreaking ceremony for the most important components the construction projects Long Thanh International Airport Passenger Terminal T3  - Tan Son Nhat International Airport

On the afternoon of August 31, 2023, items: Passenger Terminal Building; Runway; Taxiway, Apron of the Long Thanh International Airport Construction Project - Phase 1 and the item: Passenger terminal T3 - Tan Son Nhat International Airport were simultaneously commenced construction. The groundbreaking ceremony for the two national key aviation projects was held in both in-person and online forms at two locations: Long Thanh - Dong Nai Province and Tan Son Nhat - Ho Chi Minh City. These are the most significant components of the two national key aviation projects. Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO) is honored to have been trusted by the Project owner to provide Supervision and Peer-review Consulting services on construction drawing design for Passenger Terminal Building of Long Thanh International Airport – Phase 1 and Construction supervision for Passenger Terminal T3 - Tan Son Nhat International Airport.

On the side of JAC, the joint-venture with CONINCO, there were Mr. Yamada Ryohei, Chief Consultant for Supervision and Peer-review Consulting services on construction drawing design for Passenger Terminal Building of Long Thanh International Airport – Phase 1.

The development of synchronized infrastructure, including transportation infrastructure, is one of the three strategic breakthroughs of the Party and the state aimed at promoting rapid and sustainable economic development of the country. The development of aviation transportation infrastructure is an important aspect of overall transportation infrastructure development. Its goal is to diversify transportation methods for domestic and international connectivity, making it a crucial and decisive factor.

The simultaneous commencement of major components in the Long Thanh International Airport project and Passenger Terminal 3 - Tan Son Nhat International Airport holds special significance for the development of Vietnam's aviation industry. Upon completion and putting into operation, these projects will establish a robust and contemporary airport cluster, positioning it as one of the prominent aviation hubs in the region. This development will greatly enhance the competitiveness of Vietnam's aviation industry as it progresses towards international integration. Furthermore, they contribute to the successful implementation of the strategic breakthrough in transportation infrastructure, as outlined in the Resolution of the 13th National Party Congress.

In his directing speech at the groundbreaking ceremony, the Prime Minister acknowledged and highly appreciated the proactive and positive efforts of the Ministry of Transport, the Ministry of Defense, Ho Chi Minh City, Dong Nai Province, Commission for Management of State Capital at Enterprises, ACV, and relevant ministries and agencies in overcoming numerous difficulties and obstacles, especially in terms of bidding procedures, land, investment, and capital. They have successfully completed the required procedures to commence three bidding packages, with the active involvement and support of the people.

The groundbreaking ceremony for the three most important components of the two airport projects is a significant event, marking a milestone in the development of the aviation industry and serving as a meaningful "gift" on the occasion of the August Revolution and National Day on September 2nd. It is also a tangible and clear evidence of the wholehearted efforts of the project owners and the involvement of the Government, ministries, and local authorities during the past period.

The contractors have prepared themselves and are ready to proceed with the most important components of the project.

As these are very large and technically complex projects, the groundbreaking ceremony for the three bidding packages is just the beginning, and there are still significant challenges ahead. The Prime Minister has requested that the Ministry of Transport, the Ministry of Construction, the Ministry of Natural Resources and Environment, the Ministry of Defense, Commission for Management of State Capital at Enterprises, central ministries, departments, and agencies, the People's Committee of Ho Chi Minh City, and the People's Committee of Dong Nai Province fulfill their responsibilities in state management, strengthen inspection and supervision, timely support and resolve difficulties during the project implementation process, and promote the progress of the construction work with the common goal of ensuring the quality, schedule, safety, and effectiveness of the project as assessed and approved. The participating units in the project implementation are expected to organize the project deployment ensuring quality and safety, strive to exceed the schedule, complete the project early, put it into operation without unreasonable capital increase, prevent corruption, negative practices, and wastefulness.

The groundbreaking ceremony for the most important components of the construction projects of Long Thanh International Airport and Passenger Terminal T3 - Tan Son Nhat International Airport was a great success. The leaders of the Party, Government agencies, central and local ministries and departments will provide full support, assistance, and resolve any obstacles that arise during the project implementation. The project owner, ACV, along with the participating units, is determined and committed to completing the projects on schedule, achieving the highest quality standards according to the International Civil Aviation Organization (ICAO), and ensuring the safe and successful completion of these two national key projects.

Project description:

  1. Passenger Terminal Building - Long Thanh International Airport - Phase 1 is arranged in a centralized form, consisting of a central area and three concourses. The terminal is designed with separate departure and arrival levels, including a ground floor and three upper floors, with a total floor area of approximately 376,451.32 m2 and a peak roof height of 45.55 m. The terminal has complex technical characteristics and applies advanced technology, an intelligent and modern terminal model, passenger facilities, and is suitable for the investment, construction, management, and operation needs of the airport to ensure efficient operation and an environmentally friendly approach. It aims to compete with international air transit hubs in the region. This project is not only an important trading hub but also a focal point that reflects the strategic vision, accelerating the country's development and integration.
  2. The "Construction of Passenger Terminal 3 - Tan Son Nhat International Airport" project consists of three main components: The passenger terminal, a multi-story car park combined with non-aviation services, and a dry bridge system in front of the terminal. The total investment for the project is 10,990 billion Vietnamese dong. The passenger terminal component includes one basement level and four above-ground levels, with a total construction floor area of 112,500 m2. The terminal has a linear layout similar to the existing terminal, designed with separate departure and arrival levels, with 90 traditional airline check-in counters, 20 self-service bag drop counters, and 42 kiosk check-in counters. It features 27 boarding gates (including 13 jet bridges and 14 bus gates), six baggage processing islands for departing passengers, ten baggage reclaim islands for arriving passengers, and 25 passenger security control gates. Particularly, Passenger Terminal 3 is designed with eight security control gates and a separate area to serve VIP, business class, and priority passengers. After completion, Passenger Terminal 3 will be a domestic passenger terminal with a capacity of 20 million passengers per year, capable of accommodating 7,000 passengers during peak hours, and serving all types of Code C and Code E aircraft. It will be implemented concurrently with the expansion of connecting transportation infrastructure led by Ho Chi Minh City to address the fundamental congestion issues at Tan Son Nhat International Airport.
