CONINCO participated in the groundbreaking ceremony for the Ring Road 4  - Capital Area project.

On the morning of June 25th, 2023, the Ring Road 4 - Capital Area project was officially launched simultaneously at six locations in three localities: Hanoi, Bac Ninh, and Hung Yen using an online connection method between four points in Hanoi and the organizing points of Hung Yen and Bac Ninh provinces. This project holds significant national importance, aimed at expanding space and promoting interregional connectivity for the common future development of the Capital Area and the country. The Center for Construction Management No.2 (CCM2), a subsidiary of CONINCO - Consultant and Inspection Joint Stock Company of Construction Technology and Equipment, serves as the direct consulting and supervising agency for the project.

The groundbreaking ceremony was graced by esteemed individuals, including Mr. Pham Minh Chinh - Member of the Politburo and Prime Minister; Mr. Dinh Tien Dung - Member of the Politburo, Secretary of the Hanoi Party Committee, and Head of the Steering Committee for the Construction Investment Project of Ring Road 4 - Capital Area; Mr. Tran Sy Thanh - Member of the Party Central Committee, Chairman of Hanoi People's Committee, and Head of the Steering Committee for the Implementation of Ring Road 4 in Hanoi; Mr. Nguyen Huu Nghia - Member of the Party Central Committee and Secretary of the Hung Yen Provincial Party Committee; and Mr. Nguyen Anh Tuan - Member of the Party Central Committee and Secretary of the Bac Ninh Provincial Party Committee. Additionally, leaders from central and local ministries and agencies, along with representatives from the units involved in the project, were also in attendance at the ceremony.

On CONINCO's side, there were Mr. Nguyen Manh Tuan - Member of the Board of Directors, Deputy General Director; Mr. Nguyen Van Binh - Director of CCM2, and the team of consultants and supervisors assigned to the project.

In Hanoi, the project witnessed simultaneous launches at four significant locations. Among them, the first location stood at the main intersection point, where Ring Road 4 met the Thang Long Boulevard collection road located in Song Phuong Commune, Hoai Duc District. The second location is at the intersection point between Ring Road 4 and National Highway 2, located in Thanh Xuan Commune, Soc Son District. Moving on, the third location is at the intersection point where Ring Road 4 converged with the southern axis of Ha Tay Province, situated in Tam Hung Commune, Thanh Oai District. Lastly, the fourth location emerged at the intersection point of Ring Road 4 and the old National Highway 1A, which was located in Van Binh Commune, Thuong Tin District.

Bac Ninh's groundbreaking ceremony took place at the Km35+200 point on the section of the expressway connecting Noi Bai and Ha Long, situated in Khac Niem Ward, Bac Ninh City. On the other hand, Hung Yen selected Van Giang District as the designated starting point for the Ring Road 4 project that passes through the province.

Prime Minister Pham Minh Chinh, Secretary of the Hanoi Party Committee Dinh Tien Dung, Chairman of the Hanoi People's Committee Tran Sy Thanh and other delegates officially performed the groundbreaking ceremony of the Ring Road 4 - Capital Area project in Hoai Duc district.

The Ring Road 4 - Capital Area construction project has a total length of approximately 112.8km. Within this length, a section of 58.2km runs through Hanoi, while the remaining 9.7km connects to the Hanoi - Ha Long expressway and traverses Hung Yen and Bac Ninh Provinces. The project's starting point is at the intersection of the Hanoi - Lao Cai expressway, and it ends at the intersection point of the Noi Bai - Ha Long expressway. The project is invested through the use of public investment capital combined with public-private partnership (PPP) investments and is organized into three project groups, consisting of seven component projects, with a total investment capital of 85,813 billion VND. The project's initiation took place in 2022, with the primary objective of completing construction by 2026 and commencing operation by 2027.

The project's primary objective is to create new development space and solve existing problems in Hanoi. It aims to capitalize on the land potential, establish a sustainable and modern urban system, and contribute to the successful realization of the country's economic and social development goals, according to the Resolution of the 13th National Party Congress. The groundbreaking ceremony marks a significant milestone in the journey towards gradually achieving the project's objectives. It symbolizes the determination, cooperation, and commitment to progress by the three localities of Hanoi, Bac Ninh, and Hung Yen, as they work together to expand space and enhance interregional connectivity for the collective future development of the Capital Area and the country.

Overall alignment and project scope of Ring Road 4 - Urban area

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh emphasized that the Party and the State have identified strategic infrastructure development, including transportation infrastructure, as one of the three breakthrough areas for socio-economic development that is being actively implemented nationwide. The investment in the construction of the Ring Road 4 - Capital Area will create new development space for the entire Capital Area, especially for Hanoi and the provinces of Hung Yen and Bac Ninh, where the road passes through.

Prime Minister Pham Minh Chinh also noted that the result of the groundbreaking ceremony is only the initial victory, and there is still a lot of work to be done. The Prime Minister requested that Party committees, government authorities, relevant agencies, and the people closely follow the schedule, review the work, arrange time and resources, and strengthen leadership and direction to accelerate the project's progress and ensure the requirements are met. At the same time, localities must continue to pay attention to completing the land clearance and resettlement work for the affected people, preparing construction materials and waste disposal sites for the project, and enhancing construction capacity.

As a significant project management and supervision consulting firm, CONINCO pledges to allocate ample human resources with exceptional professional expertise to actively engage in project supervision.
