CONINCO Participates in the Inauguration Ceremony the North-South Expressway Section from Mai Son to National Route 45 Phan Thiet - Dau Giay

On the morning of April 29th, 2023, the Ministry of Transport held an online inauguration ceremony for the construction of the East side of the North-South Expressway project, Phase 2017-2020, from Mai Son to National Route 45 and Phan Thiet - Dau Giay. The ceremony took place at two locations: one at the intersection of Phan Thiet, Ham Kiem Commune, Ham Thuan Nam District, Binh Thuan Province (part of the Phan Thiet - Dau Giay section), and the other at the southern entrance to the Thung Thi tunnel, Ha Linh Commune, Ha Trung District, Thanh Hoa Province (part of the Mai Son - National Route 45 section). The joint venture between the Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO) and Institute of Road and Aerodrome has successfully completed the task of providing technical consulting and construction supervision services for the North-South Expressway section from Mai Son to National Route 45, ensuring that the project was completed on schedule and opened to traffic before April 30th, 2023.

Attending the inauguration ceremony were Mr. Pham Minh Chinh - Member of the Politburo, Prime Minister; Mr. Nguyen Duc Hai - Member of the Party Central Committee - Vice Chairman of the National Assembly; Mr. Tran Hong Ha - Member of the Party Central Committee - Deputy Prime Minister; Party Central Committee Members, leaders of central and local departments and agencies.

As for CONINCO, Mr. Phan Ngoc Cuong - General Director, Mr. Tran Xuan Diep - Director of the Major Construction Projects Management Center, and the project supervision team also attended the ceremony.

The Mai Son - National Route 45 expressway is one of the 11 component projects of the East side of the North-South Expressway Phase 2017-2020. The project was started in September 2020, with a total length of 63.37 kilometers, passing through the provinces of Ninh Binh and Thanh Hoa. The total investment for the project was over 12,000 billion VND from the state budget, with the Thang Long Project Management Board (under the Ministry of Transport) as the Project Owner.

The project has its starting point (Km274+111.86) at the Mai Son intersection, connecting to Provincial Road 477 (which coincides with the end point of the Cao Bo - Mai Son component project), located in Yen Mo District, Ninh Binh Province. The end point (Km337+478.11, which coincides with the starting point of the National Route 45 - Nghi Son component project) is located in Nong Cong District, Thanh Hoa Province.

The main construction of the project includes 36 bridges (17 on the expressway, 7 at the intersections, 1 on the connecting road, and 11 overpasses); 2 tunnels (Tam Diep tunnel with a length of 245m and Thung Thi tunnel with a length of 680m); and 6 interconnected intersections (Mai Son intersection connecting to Provincial Road 477, Dong Giao intersection connecting to Dong Giao axis road, Gia Mieu intersection connecting to National Route 217B, Ha Linh intersection connecting to National Route 217, Dong Xuan intersection connecting to National Route 45 and National Route 47, and Dong Thang intersection connecting the center of Thanh Hoa City to Tho Xuan Airport).

During the implementation of the project, although facing many difficulties caused by the Covid-19 pandemic, natural disasters, floods, fluctuations in the supply and prices of raw materials beyond the ability to predict by the related parties, with the close guidance of the Government and the Ministry of Transport, effective coordination, responsibility of central and local agencies, the unity of the people, and the determination of the Project Management Board, contractors, and supervision consultants, they worked urgently and made great efforts to implement the "120 days and nights" competition plan, organize construction in "3 shifts", "4 teams", "overcome bad weather conditions" to complete the technical opening task on December 31st, 2022.

After completing the technical opening to traffic task on December 31st, 2022, the participating units continued to maintain the achieved results, keep the urgency and determination to continue the construction progress, and accelerate the construction schedule to complete the goal of putting the project into operation on April 30th, 2023.

Moreover, CONINCO's leadership regularly directs and inspects the construction site to detect and solve any obstacles that may arise during the construction process. They also encourage the engineers to be determined and perform their duties well to ensure that the project is completed on schedule, with the required quality and safety standards set by the Government and the Ministry of Transport.

The opening to traffic on April 30th - the day of the country's reunification anniversary, has a significant meaning for the people throughout the country, especially for the provinces where the expressway passes through. The completion of the project shortens the travel distance, accelerates the connection between the economic and political centers from Hanoi to Ninh Binh and Thanh Hoa provinces, creating favorable conditions for the economic and social development of the localities. It meets the demand for passenger and cargo transportation between the northern and central regions, as well as from the north to the south, and facilitates the quick formation and development of industrial and tourism zones along the route. Moreover, the project's completion and operation will alleviate traffic congestion and reduce traffic accidents on National Highway 1A in Ninh Binh and Thanh Hoa provinces.

“At present, CONINCO is implementing the component projects of the North-South expressway phase 2021-2025. Besides the core task of Quality and Safety Management on the construction site, CONINCO will continue to improve professional quality and experience. We will focus on researching and understanding the design plans, technical regulations, geology, topography, hydrology, construction materials, internal and external transportation, and especially the climate characteristics of the construction area. This will enable us to timely advise on necessary solutions and progress acceleration, and provide good technical advice to the Project Owner on critical technical issues to make appropriate decisions," affirmed General Director Phan Ngoc Cuong.

The success of the East section of the North-South expressway projects from 2017-2020 once again affirms CONINCO's reputation in the field of supervision consultancy for national key transportation projects.
