The Joint Venture of Consultant and Inspection Joint Stock Company of construction technology and equipment (CONINCO., Jsc) and Bridge and Tunnel Design Consultant Joint Stock Company will serve as the Construction Supervision Consultant for the section from the Lien Phuong intersection to the Hai Thanh overpass.
Attendees at the ceremony included Mr. Tran Cam Tu, Politburo Member and Standing Member of the Secretariat; along with leaders from various Central Committees, Ministries, Departments, and Hai Phong City.

The Ring Road No. 2 project is classified as a Group A project and a special-grade traffic infrastructure undertaking, with a total investment exceeding 7 trillion VND. The approximately 11km-long route will be constructed within the Kien An, Duong Kinh, and Hai An districts. Key components include: the Tan Vu intersection and Hai Thanh Bridge; the Hung Dao - Bui Vien Street section, featuring a 37m width, an eight-lane road surface, and a 5m-wide median; the section from Provincial Road 353 to Hung Dao, with a 68m width, eight lanes of traffic, a 23m-wide median, and 7.5m-wide sidewalks on each side; the Hai Thanh Bridge crossing the Lach Tray River, spanning over 1.13km with an HL93 design load and a navigation clearance height of 9.5m; and a flyover at the Bui Vien Road intersection, extending over 327m with a 25m cross-sectional width.

The Ring Road No. 2 project (Tan Vu-Hung Dao-Bui Vien section) is designed to function not only as an inter-provincial ring road but also as an urban thoroughfare. It will serve as a crucial artery, separating traffic connected to the seaport area from inner-city traffic. All cargo transported from the Hai Phong seaport to other provinces and cities in the North and throughout the country will be routed through Ring Road No. 2, connecting to highways and national roads.
Upon completion, the project will lay the groundwork for the development of new urban areas, contributing to the creation of a modern cityscape and encouraging both domestic and foreign investment in the socio-economic development of the districts along the route within Hai Phong City.
