Prime Minister Pham Minh Chinh inspected Tan Son Nhat Airport's T3 terminal, emphasizing the importance of its completion by April 30th, 2025

Prime Minister Pham Minh Chinh visited the Tan Son Nhat International Airport on the afternoon of August 10th, 2024 to inspect the progress of the T3 passenger terminal construction project. He was accompanied by Ho Chi Minh City Party Secretary Nguyen Van Nen, Deputy Prime Minister Tran Hong Ha, and Leaders from relevant central and municipal Ministries, Agencies, and Departments.
According to Vietnam Airports Corporation (ACV), the project has completed the aircraft apron, with 100% of the rough concrete work finished. The architectural rough construction of the terminal building is 80% complete; The main structure's construction is on schedule with no reported difficulties or obstacles. The units strive to complete steel structure installation by September 2nd, 2024, aiming for project operation by April 30th, 2025.
Following an on-site inspection, and given the progress achieved and the dedication shown by all involved, Prime Minister Pham Minh Chinh commended the relevant agencies, ACV (as the Employer), and the contractors for their efforts in advancing the project, making up for previous delays. He specifically praised the 3,000 workers for their tireless efforts on the construction site.
To ensure the project's quality, efficiency, and timely operation by April 30th, 2025, in celebration of the 50th anniversary of the liberation of the South and national reunification, the Prime Minister instructed ACV to concentrate the manpower of the Employer, consultants, and contractors, and to cooperate with relevant agencies. He urged them to continue the spirit of "only discuss to do, not to delay," "conquering the sun and rain," "working diligently and resting briefly," working "three shifts around the clock," and working through holidays and Tet to ensure quality, technical excellence, aesthetics, safety, and environmental protection. He stressed the importance of preventing waste, loss, and negativity and completing the project on schedule.
The Prime Minister noted that with only about seven months remaining (including one month for Tet), and a significant amount of work still to be done (approximately 45.7%), requiring high technical and aesthetic standards, and close coordination among contractors, more decisive leadership and strict supervision are crucial. He emphasized the necessity for stronger direction, tighter supervision, and prompt handling of emerging issues to ensure timely completion and construction quality.
The Prime Minister also emphasized the need to complete the project's technical systems to ensure their seamless integration; to establish effective traffic management between the project and the city's road network upon completion, preventing congestion; to promote digital transformation, investing in smart, automated management and monitoring systems to enhance user experience and reduce operational manpower; to invest in smart, green energy systems such as rooftop solar power; and to complete the landscaping and green spaces around the project, including parking areas and roadways, for simultaneous commissioning.
The Ministry of Transport and the State Capital Management Committee at enterprises will continue to closely monitor the project's implementation and direct the investor, ACV. The Ho Chi Minh City People's Committee will expedite the completion of connecting transportation routes to ensure their synchronized launch and meet transportation demands once T3 passenger terminal is operational. The Ministry of Construction will be prepared for the project's acceptance inspection.
The Ministry of National Defense will lead the coordination with the Ho Chi Minh City People's Committee and relevant ministries, agencies, and organizations to definitively resolve land-related issues of national defense, facilitating the planning of transportation routes and landscaping around the T3 terminal and optimizing the use of Tan Son Nhat Airport, while ensuring national security and defense tasks are fulfilled.
During this visit, the Prime Minister also analyzed some experiences implementing large projects and works. These include leveraging the leadership of those in charge and mobilizing the entire political system; prioritizing and expediting land clearance; thorough preparation of investments; transparent and compliant contractor selection processes to prevent corruption, waste, and loss of personnel; close coordination among stakeholders with clearly defined roles, responsibilities, timelines, deliverables, and outcomes; and enhanced monitoring, supervision, and timely resolution of challenges and obstacles.

The construction of the T3 passenger terminal at Tan Son Nhat International Airport is invested in by Vietnam Airports Corporation (ACV). The total investment is approximately 10,990 billion Dongs, sourced from ACV's legitimate funds (without using state budget funds). The construction is projected to take 37 months from the date of investment approval. The project has a design capacity of 20 million passengers per year (approximately 7,000 passengers per hour) and supporting facilities for domestic operations, facilitating the distribution of passenger traffic between Long Thanh and Tan Son Nhat airports. |
