A New Milestone in Vietnam–Laos Cooperation: CONINCO and LTEC Sign a Strategic Agreement (MoA)

Continuing its journey toward international expansion and reinforcing its strong foothold in the Lao market, on the afternoon of 25 August 2026, at its headquarters, Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO) hosted a delegation led by the Deputy Minister of the Lao Ministry of Public Works and Transport and successfully held the Signing Ceremony for the Memorandum of Agreement (MoA) with the Lao Transportation Engineering Consulting Company (LTEC). The event not only marked a new milestone in CONINCO’s international market expansion strategy but also contributed to deepening the special bonds of friendship and solidarity between the two nations. 

Attending the event, the Lao delegation was represented by H.E. Mr. Vanthong Bouttanavong, Deputy Minister of Public Works and Transport (MPWT); Mr. Thongdeun Khammany - General Director of LTEC; Mr. Khamphone Sorphabmixay - Deputy General Director of LTEC; Ms. Yeangthong Chanthaphone - Deputy General Director of LTEC; and representatives from LTEC’s departments.
Welcoming the delegation on behalf of CONINCO were Dr. Ha Minh, Chairman of the Board of Directors; Mr. Nguyen Dang Quang - General Director; Mr. Nguyen Manh Tuan - Member of the Board of Directors and Deputy General Director; along with Deputy General Director Nguyen Luong Binh, Deputy General Director Le Thanh Minh, Deputy General Director Nguyen Dac Phuong, and Deputy General Director Le Nguyen Giap, as well as leaders of CONINCO’s departments and units.

In his opening remarks, Dr. Ha Minh, Chairman of CONINCO’s Board of Directors, extended a warm welcome to the delegation from the Lao Ministry of Public Works and Transport and LTEC. He emphasized that over nearly two decades of engagement in the Lao market, CONINCO has always been proud to have earned the trust of its partners and to have contributed to landmark projects across the ‘Land of a Million Elephants”. During the meeting, Dr. Ha Minh shared his views on Vietnam’s economic landscape and its increasingly dynamic market, which is attracting growing interest from international investors. Embracing these integration opportunities, the Chairman of the Board of Directors affirmed that the signing of the MoA demonstrates CONINCO’s commitment to partnering with LTEC, sharing its global partner network, and thereby supporting LTEC’s team of experts in participating in regional projects.

On behalf of the Lao delegation, Mr. Vanthong Bouttanavong - Deputy Minister of Public Works and Transport - acknowledged and highly praised CONINCO’s capabilities, while conveying strong expectations for this strategic cooperation agreement. The Deputy Minister emphasized his hope that CONINCO would actively support LTEC in learning and exchanging professional experience, particularly through the transfer of advanced technologies and the application of artificial intelligence (AI) in construction survey, design, and supervision.

Building on the strategic directions shared by the Deputy Minister, Mr. Thongdeun Khammany, General Director of LTEC, shared the goal of making LTEC one of the leading consulting firms in Laos. In addition, the General Director of LTEC expressed confidence that CONINCO’s extensive partnership and support would serve as a solid foundation to help LTEC enhance its competitive edge in the market and better meet the stringent requirements of future ODA projects.

As part of the working program, the delegates heard a series of in-depth presentations by CONINCO’s experts. Dr. Hoang Huu Phe provided an overview of the Long Thanh - Aerotropolis master plan project, while expert Vu Anh Tuan shared solutions for Research and Simulation of traffic scenarios. This practical knowledge and experience form the professional foundation that CONINCO hopes to share and build upon through close cooperation with partners in Laos.

The meeting concluded with a formal signing ceremony for the MoA in the presence of Deputy Minister Vanthong Bouttanavong and the leadership from both sides. This milestone has brought to fruition strategic discussions on collaboration in pursuing potential projects in Laos, Vietnam, and other international markets… With its business philosophy of “Assurance for the Future,” CONINCO once again reaffirms its solid position in the regional construction consulting landscape, ready to achieve new successes on the journey ahead.
