Commencement Ceremony the upgrade project runways Noi Bai Tan Son Nhat International airports

On the morning of June 29th, 2020 at Noi Bai International Airport, the Ministry of Transport commenced the upgrade project of runways of Noi Bai and Tan Son Nhat International airports. This is an urgent public investment project in accordance with the law on public investment and Noi Bai and Tan Son Nhat are 02 Airports playing a very important role for domestic and international trade, serving political activities, socio-economic development, security and defense of Hanoi and Ho Chi Minh City as well as of the whole country. Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO., JSC) is honored to continue to be trusted by the Ministry of Transport to supervise this project. 

Attending the Commencement Ceremony were Mr. Truong Hoa Binh, Politburo member, Permanent Deputy Prime Minister; Mr. Nguyen Van The, Member of the Party Central Committee, Minister of Transport, leaders of the Party, State, National Assembly, Government, Fatherland Front, Central and local.

On CONINCO's side, there were Mr. Nguyen Van Cong - Chairman of the BoM, CONINCO Supervision Consulting Team and representatives of contractors implementing the project.

From 2017 to the present, due to over-operating frequency, receiving many new generation aircraft with large payloads such as A350-900, B787-9, B787-10, the system of runways, taxiways of Noi Bai and Tan Son Nhat airports have been seriously degraded. According to design standards, if not improved early, the runways at the two airports may have to stop flying operations, causing unsafe aviation activities. In addition, the existing runways and taxiways system at the two airports do not meet operational requirements by 2025, and are expected to reach 44 million passengers per year with Noi Bai airport and 50 million passengers/ year with Tan Son Nhat airport. Therefore, it is urgent to improve and upgrade runways and taxiways of these two airports.

To ensure the safe operation of the flight, the Ministry of Transport has approved the implementation of the project to improve and upgrade runways and taxiways of Noi Bai International Airport with a total investment of VND 2,0316 billion. The project will improve and upgrade runway 11L/29R (1A) and runway 11R/29L (1B); build new Rapid exit taxiways S3A, S5B, S6B; improve and upgrade existing taxiways (S1, S1A, S2, S3, S4, S5, S5A, S6, S7); build flight management facilities, indicator lights, signal paint, ... and the project of improving and upgrading runways and taxiways of Tan Son Nhat international airport with a total investment of 2,015.3 billion VND with the goal of improving and upgrading the 25R/07L runway and smoothing down the taxiway connecting W6, W4, NS1, E1; build Rapid exit taxiways (W2A, W4A), parallel taxiways (W11A); build, improve and upgrade connecting taxiway sections (N1, W3, W5, W5A, W7, W9); build flight management facilities, indicator lights,...

According to the Ministry of Transport, the construction and installation time of two projects to upgrade Noi Bai and Tan Son Nhat runways from 2020 to 2021, the time to complete the settlement and payment will be by 2022.

Mr. Truong Hoa Binh, Permanent Deputy Prime Minister and Mr. Nguyen Van The, Minister of Transport congratulate contractors participating in the project.

With the specific characteristics of both operation and construction, the Deputy Prime Minister requested the Ministry of Transport to direct operation and construction units to operate scientific flight activities, ensure safety, security and calculate contingency plans when there is an emergency situation. The contractor must apply modern scientific measures, formulate reasonable construction method statement to ensure quality, schedule, prevent loss and negative waste.
