CONINCO Delegation worked with ADB Laos in Vientiane: Accelerating the Progress of the FDMMSP Project

Within the framework of its recent working trip to the Lao PDR, the leadership delegation of the Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO., JSC) had a working session with representatives of the Asian Development Bank (ADB) at the ADB office in Vientiane. The meeting aimed to exchange views and accelerate the implementation progress of the Flood and Drought Mitigation and Management Sector Project, for which the CONINCO–NIAPP–AA joint venture serves as the consultant.
Representing the Asian Development Bank (ADB) in Laos were Mr. Yukitsugu Yanoma – Senior Natural Resources and Agriculture Specialist, and Ms. Chandaworn Bounnad – Project Officer.
The CONINCO delegation included Dr. Ha Minh – Chairman of the Board of Directors (BoD); Mr. Le Thanh Minh – Deputy General Director and Manager of the BoD Assistance Office; Mr. Le Nguyen Giap – Deputy General Director; Mr. Nguyen Dac Phuong – Deputy General Director; and Ms. Do Thi Ngoc Chau – Deputy Manager of the BoD Assistance Office, along with experts and associates.
The Flood and Drought Mitigation and Management Sector Project is a key project funded by ADB loans and grants, with the Department of Irrigation under the Ministry of Agriculture and Forestry of the Lao PDR acting as the Investor. The project is implemented to enhance flood management, provide water during the dry season, and upgrade the agricultural meteorological information system. At the meeting, Mr. Nguyen Dac Phuong – Deputy General Director of CONINCO, representing the CONINCO - NIAPP - AA consulting joint venture, presented an overview of the work progress made to date. CONINCO's representative highlighted the results obtained while engaging in candid discussions regarding the challenges encountered during actual implementation to find timely solutions.
In response, ADB representatives acknowledged the reactiveness and dedication of the consulting joint venture. ADB experts particularly emphasized the importance of maintaining and mobilizing personnel in an optimal manner according to contractual commitments. The consultancy is required to focus on completing high-quality deliverables in line with the agreed schedule. Furthermore, continuous communication and coordination among the Investor, donor, and consultant were identified as prerequisites to ensure the smooth and continuous implementation of the project.
On behalf of the joint venture, CONINCO BoD Chairman Dr. Ha Minh acknowledged and welcomed ADB's feedback and affirmed that CONINCO will continue to focus all essential resources on the project. CONINCO commits to completing deliverables to required quality standards, providing regular progress reports at each stage, and continuously reviewing mobilization plans for highly qualified personnel to maximize efficiency thereby contributing to achieving the goals of improving water management capabilities and promoting sustainable agricultural development in Laos.
