CONINCO accompanies the success of the 9th National Congress term 2026-2031 of the Vietnam Association of Structural and Construction Technology

The strategic generational transition, technology orientations linked with national strategic infrastructure goals, and the recognition of practical applied research values were the key highlights at the 9th National congress of delegates for the 2026–2031 term of the Vietnam Association of Structural Engineering and Construction Technology (VASECT). The event was held on the morning of May 20, 2026, at the grand conference hall of the Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO) the sponsor and a collective member that has consistently made positive and sustained contributions to the Association’s activities. The event clearly demonstrated the close connection between academic scientific knowledge and dynamic implementation capacity of Vietnam’s construction industry in the new era.

The Congress was attended and directed by Assoc. Prof. Dr. Pham Minh Ha – Deputy Minister of the Ministry of Construction; Dr. Dang Viet Dung – President of the Vietnam Federation of Civil Engineering Association; Dr. Le Minh Long – Deputy Director of the Department of Science, Technology and Environment, Ministry of Construction; Mr. Pham Trung Giang – Deputy Director of the Department of Non-Governmental Organizations, Ministry of Home Affairs; and representatives from the Ministry of Agriculture and Rural Development.
On the VASECT side, attendees included Prof. Dr. Sc. Nguyen Van Lien – Chairman of the Association, along with the entire leadership, Standing Committee members, Executive Committee members, and representatives from nearly 100 collective member units nationwide, including specialized associations, universities, research institutes, construction enterprises, as well as leading professors, associate professors, and doctors in the field.
On the host side - CONINCO, the event was attended by Dr. Ha Minh – Chairman of the Board of Directors; Ms. Le Thi Ngoc Bich – Vice Chairwoman of the Board; Mr. Nguyen Dang Quang – General Director; and members of the Management Board.

At the beginning of the program, the Award Council chaired by Prof. Dr. Sci. Nguyen Van Lien organized the First Award Ceremony for the Vietnam Structural and Construction Technology Science Award to honor technological solutions with breakthrough nature and effective practical application. The outstanding works honored included:
•   First Prize: Topic “Structural Solution for the Roof of Terminal 2 – Phu Bai International Airport” – Author group: Arch. Nguyen Dang Quang; Arch. Pham Tien Thang and Eng. Nguyen Xuan Son from the Consultant and Inspection Joint Stock Company of Construction Technology and Equipment - CONINCO (the design consultant unit). The award is clear evidence of CONINCO engineers and architects’ outstanding professional capacity and continuous creativity.
•   Second Prize: Topic “Application of BIM Technology in Survey and Design of the Huu Nghi – Chi Lang Expressway Project” – Author group: Mai Manh Hong, Hoang Quoc Tuan and Duong Duc Canh from Dai Phong Construction Design Consulting Joint Stock Company.
•   Third Prize: Topic “Cantilever Retaining Wall Structure Solution for Roadbed Expansion on Steep Slopes in Difficult Mountainous Terrain” – Author group from Highway Engineering Consultant Joint Stock Company (HECO), under the Transport Engineering Design Inc (TEDI).

Moving into the official working sessions, the Congress focused on strong innovation in organizational personnel work and operational methods. Right from the opening speech by Prof. Dr. Sc. Nguyen Van Lien, the message of a solid generational transition, making way for younger, more energetic personnel dedicated to the Association’s work, received high consensus from all delegates.

This spirit of inheritance became even more profound and emotional when the Congress held solemn moments to pay tribute to previous generations, especially a minute of silence in memory of departed members who made great contributions to the Association’s development over the years.

Continuing the program, the Congress reviewed and approved professional contents based on the summary report of the previous term’s activities, the direction for the new term, financial report, and amended charter presented by the Executive Committee, clarifying the orientation to closely link science and technology with actual production.

In his directive speech at the Congress, Deputy Minister of the Ministry of Construction Assoc. Prof. Dr. Pham Minh Ha recognized the Association’s significant contributions, notably the research topic on mass concrete that was issued as National Standard TCVN 14334:2025. Towards the goal of developing national strategic infrastructure, with a focus on the high-speed railway and urban railway super-projects according to the Prime Minister’s Decision No. 21, the Deputy Minister called on scientists to jointly shoulder the enormous workload from technology localization to institutional improvement, technical standards, and digital transformation, while committing that the Ministry of Construction will always accompany and create the best conditions for the Association’s activities.

Agreeing with the Deputy Minister’s direction, Chairman of the Viet Nam Federation of Civil Engineering Association, Dr. Dang Viet Dung positioned the Association’s “leading role” in the context of the explosion of key transportation projects in the spirit of Resolution 57. He put forward three core recommendations: elevating the Association’s Award to the national level; promoting the “3-in-1” collaboration model between Associations, Universities and Enterprises for technology transfer based on actual orders; and taking technology as the core to improve labor productivity and work efficiency.

To mark the great occasion and affirm the close relationship between organizations, the Chairman of the Vietnam Construction Association solemnly presented a meaningful gift to congratulate the Congress.

Immediately after, the Congress listened to a presentation by Assoc. Prof. Dr. Nguyen Tien Thuy – Vice Rector of Ho Chi Minh City University of Transport on the topic “Developing Human Resources for High-Speed Railways and Urban Railways”. The presentation provided an in-depth analysis of the current training situation and proposed breakthrough training linkage models to promptly prepare high-quality technical human resources, realizing the personnel solution for the country’s strategic infrastructure super-projects.

The unity of this Congress was concretized through the election results of the new leadership apparatus with a streamlined and competent structure. The Congress unanimously elected a new Executive Committee for the 2026–2031 term consisting of 81 members and a Standing Committee of 30 members.

On behalf of the new Executive Committee, the new Chairman of the Association – Assoc. Prof. Dr. Pham Duy Hoa – expressed gratitude for the attention, direction, and support of the Ministry of Construction, the Vietnam Federation of Civil Engineering Associations, central ministries and sectors, and sister organizations… as well as the enthusiastic contributions of the Executive Committee members and generations of members. The new Chairman committed to further tightening coordination among collective chapters to promote the flow of science and technology into production life, while expressing deep gratitude for the great contributions of his predecessor.

This gratitude was marked by a symbolic decision when the Executive Committee unanimously elected Prof. Dr. Sc. Nguyen Van Lien as Honorary Chairman of the Association to continue leveraging his wisdom and vision for the future.

The 9th National Congress of the Vietnam Association for Structural and Construction Technology concluded successfully after the draft Resolution was unanimously approved. For the CONINCO collective, the event ended with pride in a long journey of companionship and dedication. Notably, Dr. Ha Minh – Chairman of the Board of Directors of CONINCO – was elected by the Congress as Vice Chairman and General Secretary of the Association for the 2026–2031 term. As a scientist and expert with 10 years of research and teaching at Saitama University (Japan), author of more than 50 international scientific works, and a traveler to over 60 countries and territories, Dr. Ha Minh possesses a solid academic foundation and a global mindset to shoulder this important responsibility. The election results reflect a profound spirit of inheritance and succession, proving the worthy continuation of CONINCO’s leadership generations on the journey of dedication to the Association’s common cause, while strongly affirming the company’s role as the most active collective member in accompanying and promoting the development of Vietnam’s construction science and technology to new heights.
