CONINCO Successfully Organizes Intensive Training Program on OPBRC and PRTC Contract Models: Affirming Its Expertise and Enduring Partnership with Lao Partners

From July 21 to 24, 2026, at CONINCO Headquarters, the Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO) successfully organized the "Training Program on Output- and Performance-based Road Contracts (OPBRC) and Performance-based Road Toll Contracts (PRTC)" for a delegation of officials from the Lao PDR. The event further affirms CONINCO's long-standing expertise and capabilities while demonstrating of the comprehensive, friendly cooperative relationship between the company and its Lao partners.
Attending the program from the Lao partner delegation were Mr. Syphandone Souphanthone – Director General of the Department of Inspection (Lao Ministry of Public Works and Transport); Mr. Thongdeun Khammany – Director of Lao Transport Engineering Consult Company (LTEC); alongside key officials from the Department of Inspection and LTEC.
From CONINCO, the program saw the presence and close accompaniment of Mr. Nguyen Dang Quang – General Director of the Company, together with representatives from the Board of Management, leaders of administrative departments, and specialized centers. Notably, participating in knowledge sharing were prestigious experts and scholars: Dr. Bui Thi Ngoc Lan – Lecturer at Hanoi University of Architecture, and Assoc. Prof. Dr. Nguyen Cong Giang – Deputy Director of CONINCO's Center for Scientific Research, Technology, and Training.


Opening the series of activities at the training course's opening ceremony, General Director Nguyen Dang Quang emphasized that the application of OPBRC (Output- and Performance-based Road Contracts) and PRTC (Performance-based Road Toll Contracts) plays a key role and serves as the key factor to optimizing project lifecycle costs, enhancing construction quality, and increasing accountability. With over 47 years of experience, CONINCO is committed to providing practical knowledge and insights to support partners in enhancing their contract supervision and performance evaluation capacity.

In response during the opening session, Mr. Syphandone Souphanthone – Director General of the Department of Inspection under the Lao Ministry of Public Works and Transport expressed his gratitude for CONINCO's professional organization. The Director General noted that this program was jointly directed by the leadership of the Lao Ministry of Public Works and Transport and the Vietnamese Ministry of Construction. Highly appreciating CONINCO's leading position in Vietnam, the delegation representative expressed his hope that the knowledge and experience gained would bring about a major breakthrough for construction management in Laos in the coming time.

Immediately after the opening ceremony, the training sessions then continued with the materials shared by the lecturers, the trainees jointly conducted in-depth analyses of key aspects of the processes, implementation, and risk management associated with the two contract models.
To provide a vivid, visual perspective alongside in-class technical discussions, CONINCO's Center for Scientific Research, Technology, and Training also arranged a field trip for the delegation to visit the Kim Ma Underground Station project, part of Urban Railway Line No. 3 (Nhon – Hanoi Railway Station section), enabling the delegation to directly relate theoretical knowledge to practical implementation on site.




Closing the series of intensive and effective working activities, the Course Summary and Certificate Awarding Ceremony took place at the Main Auditorium of CONINCO Headquarters. Reporting on the program summary, General Director Nguyen Dang Quang expressed his honor and deep emotion at CONINCO being trusted and selected to accompany the delegation. Recognizing the efforts of all members while working through a tight schedule, he extended deep gratitude to the experts and lecturers. In particular, the General Director affirmed that CONINCO is always ready to continue providing its resources and technical expertise to stand alongside Lao enterprises, while hoping that its partners will regard CONINCO as their second home—a place whose doors are always open to welcome them and share knowledge and experience in future training programs.
Representing the Lao delegation, Director General of the Department of Inspection Mr. Syphandone Souphanthone expressed sincere thanks for CONINCO's warm reception. Highly praising the practical nature of the course, the Director General remarked: The core knowledge covered in the course directly addressed the practical difficulties and challenges we are facing. This is not mere theory, but practical experience that can be applied in Laos. The Director General highly appreciated the course materials, considering them a valuable " roadmap" that helps the delegation easily look up and consolidate work in the future, while expressing confidence in the continuous development of the strategic cooperative relationship between both sides.
The success of the training program once again affirms CONINCO's growing international standing. The event was not only a platform for professional knowledge exchange but also an important bridge enhancing the deep friendship and special solidarity between Vietnam and Laos.
