The EECB project is implemented by the Ministry of Construction with support from the Global Environment Facility (GEF) through the United Nations Development Program (UNDP). The project will contribute effectively to the implementation and effective application of Code 09: 2013/BXD "Energy Efficient Buildings" through the implementation of three components:

- Revision, modification and enhancement of the capacity to enforce national technical regulations - Energy Efficient Buildings;

- Innovation to support marketing development;

- Demonstration and replication of energy saving technology solutions in the construction industry.

Formally launched in April 2016, the EECB project aims to assist the Government of Viet Nam in reducing the greenhouse gas emissions of the construction industry through policy support and promoting the application of scientific and technological solutions to construction works in order to save energy. Through these three components, the project aims to reduce 236,382 tonnes of CO2 for the next four years.
