CONINCO Senior Leadership Delegation Visits and Works in the Lao PDR: Enhancing Cooperation and Strengthening Long-standing Friendship

From March 16 to 18, 2026, the high-level leadership delegation of the Consultant and Inspection Joint Stock Company of Construction Technology and Equipment - CONINCO, led by Dr. Ha Minh – Chairman of the Board of Directors, successfully carried out a working visit to the Lao People's Democratic Republic. The trip carried strategic significance, aiming to further strengthen comprehensive cooperation with Lao government agencies while reaffirming CONINCO’s strong development orientation in this key international market.
The delegation included Ms. Le Thi Ngoc Bich – Vice Chairwoman of the Board; Mr. Nguyen Dang Quang – General Director; Mr. Nguyen Dac Phuong – Deputy General Director; Ms. Do Thi Ngoc Chau – Deputy Chief of the BoD assistance office; and Mr. Dinh Xuan Son – Director of the Center of Project Engineering (T.KC).
Solid foundation from key projects of national significance
In Laos, CONINCO identified Laos as its first key international market, leveraging the special bilateral relationship between the two countries, along with geographical proximity and strong development potential. Since entering the Lao market in 2004, CONINCO has gradually adapted, developed a locally experienced workforce, and effectively implemented various projects.
The company’s imprint is present in many key projects of national significance such as the Lao National Assembly headquarters, Lao-Vietnam Friendship High School, Lao National Sports Training Center, Dong Kham Xang Finance Training College… In addition, CONINCO has participated in ODA, NGO, and private capital projects, notably the GMS4 Project and Sacombank Laos Branch…
Expanding cooperation opportunities with the Ministry of Public Works and Transport of Laos
Within the framework of the visit, the CONINCO leadership delegation held important working sessions with the Ministry of Public Works and Transport (MPWT) of Laos. On the afternoon of March 16, the delegation met and exchanged with Dr. Bounta Onnavong – Director of the Department of Housing and Urban Planning – on ongoing projects. Then, on the morning of March 18, the delegation was warmly received by His Excellency Leklay Sivilay – Minister of Public Works and Transport – together with leaders of departments and divisions under the Ministry.
At the meeting, Dr. Ha Minh reviewed CONINCO’s 20-year development journey in Laos and updated progress on ongoing ODA projects. Regarding future orientation, the Chairman of the Board of Directors shared insights into the extensive network with the Asian Development Bank (ADB) – built from the time he received an ADB scholarship for his Master’s program and later a Japanese Government scholarship to complete his PhD at Saitama University. This is an important foundation for CONINCO to accompany and support Laos in effectively accessing and implementing ODA-funded projects. At the same time, the CONINCO leader committed to maintaining a highly qualified workforce to implement projects in Laos
Continuing the strategic sharing from the Chairman of the Board of Directors, General Director Nguyen Dang Quang introduced CONINCO’s multi-sector consulting capabilities, with special emphasis on applying advanced global planning trends such as: TOD model (Transit-Oriented Development), airport cities, smart cities, and green cities. A typical demonstration of this capacity is that CONINCO, together with Japanese partners, outperformed numerous competitors to win First Prize in the “Master Plan Concept for Long Thanh Airport Urban Area and Surrounding Areas” competition. The General Director affirmed that, with its extensive domestic and international expert network, CONINCO is fully confident in supporting local authorities in Laos in policy consulting as well as establishing modern technical standards and regulations.
Listening to and highly appreciating CONINCO’s practical experience, His Excellency Minister Leklay Sivilay shared the plan to soon visit and work with the Vietnamese Ministry of Construction. On this occasion, both sides will exchange information on regional-scale infrastructure projects such as the Laos-Vietnam Railway, Hanoi-Vientiane Expressway, and some potential ODA projects in which CONINCO can participate. The Minister also affirmed he would serve as a facilitator for enterprises under the Ministry to exchange, learn experiences, and aim for joint ventures with CONINCO to implement projects in Laos.
In response to the Minister’s sentiments, Dr. Ha Minh respectfully invited His Excellency to visit CONINCO headquarters and tour key projects CONINCO is implementing during his upcoming working visit to Vietnam.

Accompanying the Diplomatic Agency: Seizing opportunities, overcoming challenges
Following the success of the high-level meeting, on the afternoon of March 18, the delegation visited the Vietnamese Embassy in Laos and worked with Ambassador Nguyen Minh Tam.
After listening to CONINCO’s positive achievements, Ambassador Nguyen Minh Tam provided an overall picture of the wave of Vietnamese investment in Laos. As the country with the second-largest total investment value in Laos, opportunities for Vietnamese enterprises are significant. However, the Ambassador also frankly shared cultural characteristics and common difficulties in project implementation, advising the company to adopt a flexible and suitable approach.
On behalf of the delegation, Dr. Ha Minh expressed deep appreciation for the Ambassador’s valuable guidance. The Chairman of the Board of Directors affirmed that CONINCO’s goal is not limited to business efficiency but also includes a commitment to providing high-quality international consulting services, continuing to focus on ODA projects. The company hopes to continue receiving support and companionship from the Embassy so that projects bearing the CONINCO name will remain vivid evidence of the comprehensive cooperative friendship between the two nations.

The working visit of the high-level CONINCO leadership delegation to the Lao PDR concluded successfully, marking an important step forward in the company’s international market development strategy. The positive results and high consensus from the series of meetings not only demonstrate CONINCO’s capacity and brand reputation but also open up practical opportunities for the company to participate more deeply in infrastructure projects, especially ODA-funded projects in the country.
