Dr. Ha Minh – New Chairman of CONINCO's Board of Directors: “Change to Lead” and the Mission to Build the Vietnam - Japan Intellectual Bridge

In the flow of economic diplomacy between Vietnam and Japan, CONINCO is not only a leading construction consulting firm but also a symbol of the convergence of knowledge and management excellence. At the end of 2025, as bilateral relations reached a new peak, CONINCO entered a fresh chapter under the leadership of Dr. Ha Minh – a scientist and expert with 10 years of research and teaching at Saitama University (Japan), author of more than 50 international scientific publications, and having set foot in over 60 countries and territories worldwide. The World & Vietnam Report conducted an in-depth dialogue with CONINCO Chairman Dr. Ha Minh on Vietnam-Japan ties and his resolute message: “Change to Lead”.
Reporter: Congratulations on your election as Chairman of the Board of Directors of Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO., JSC). It is known that you have authored more than 50 scientific works and received many prestigious awards. Could you briefly share your most heartfelt achievements?
Dr. Ha Minh: I have always believed that every personal achievement is a foundation for contributing to collective and societal development. My 10 years of research and teaching at Saitama University (Japan) was a crucial period that forged my identity, allowing me to deeply absorb the spirit of Monozukuri, scientific thinking, and the iron discipline of the Japanese people. Regarding my over 50 international scientific publications, I view them not merely as numbers but as a way to speak a “common language” with top global experts. Traveling to more than 60 countries and territories has given me invaluable real-world experience, helping me realize that trust is the most valuable “currency” in international cooperation.
From those academic foundations and international experiences, together with the Executive Board, I have worked to integrate international management standards into CONINCO’s culture, affirming the strength of Vietnamese intellect in the global integration process.
Reporter: In the context of Vietnam-Japan relations being upgraded to a “Comprehensive Strategic Partnership,” CONINCO has affirmed its role as a key link in major infrastructure projects. Could you share some representative projects that CONINCO has implemented or is implementing with Japanese partners as proof of this synergistic relationship?
Dr. Ha Minh: Japan has always been an important strategic partner of CONINCO. Several Japanese corporations with which CONINCO has maintained deep cooperation include JICA, Nihon Sekkei, Azusa Sekkei, OC Global, and JAC. Thanks to a profound understanding of their economic and technical culture, CONINCO now has the capacity to work alongside leading experts on design consulting, project management consulting, and supervision of super-projects, effectively “localizing” the most advanced processes to create products with a Vietnamese identity that still meet Japan’s stringent quality standards.
The presence of this “intellectual alliance” is evidenced in projects such as Terminal 2 at Phu Bai International Airport – where CONINCO and Japanese partners created a modern, world-class aviation gateway; the Supreme People’s Procuracy Headquarters, MB Tower, Vietcombank Headquarters, and key metro lines... All bear the mark of Vietnam-Japan cooperation. Most recently, at the Long Thanh International Airport super-project, CONINCO continues to play a pivotal role in construction supervision alongside Japanese partners to ensure the utmost quality for this historic work. For me, each project is not just made of concrete and steel but is also an embodiment of friendship and mutual understanding between our two nations.
Reporter: In the construction consulting industry, stability and experience are often seen as guarantees of reputation. However, in today's digital era and fierce competition, is preserving only what built the past reputation enough to maintain a leading position? In your view, how should a top-tier company like CONINCO approach the constant changes in technology and customer expectations to avoid being left behind?
Dr. Ha Minh: The world is facing unpredictable changes, from climate change to technological revolutions. From a leading position, if one is satisfied with the present, they will soon be left behind.
Therefore, at CONINCO, I have conveyed to all employees the message “Change to Lead.” This means changing from traditional management to flexible governance, strongly promoting digital transformation, and personalizing social responsibility.
“Change to Lead” does not mean denying the past, but rather continuing and elevating our core value: “Assurance for the future.” We change to create a more professional CONINCO—one that applies and adapts to digital transformation and advanced technologies, capable of solving complex national infrastructure problems and confidently stepping onto the global stage. Only through change can we truly “lead” in accessing the world’s most advanced technological trends.
Reporter: At CONINCO, the team of experts is the greatest asset. As a doctor who matured in Japan, how are you applying the educational philosophy and personnel management principles of that country to CONINCO?
Dr. Ha Minh: I always firmly believe that the working environment is the primary factor to awaken hidden potential. We create a space where dedication and integrity are placed at the forefront. At CONINCO, nearly 1,500 officers and employees work in a highly professional yet flexible system. I always encourage my staff to continuously learn and creatively innovate.
