High-Level Meeting Between CONINCO and PTL Holding Opens New Opportunities for Strategic Laos–Vietnam Projects

As part of its business mission to strengthen international cooperation and explore new market opportunities in the Lao PDR, a high-level delegation from Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO) paid an official visit to PTL Holding. The meeting marked an important first step toward establishing a strategic partnership between Vietnam’s leading construction consultancy and one of the largest investment and infrastructure development groups in the "Land of a Million Elephants."
Welcoming the CONINCO delegation, representing PTL Holding were: Dr. Chanthone Sitthixay – Chairman; Mrs. Manola Praseuth – Vice Chairwoman; Dr. Phanphakit Onphanhdala – Chief Strategy Officer (CSO); Mr. Martijn Lips – Senior Director; Mr. Bounpasid Oupathana – Project Director, and the Secretariat.
The CONINCO high-level delegation attending the meeting included Dr. Ha Minh – Chairman of the Board of Directors; Mr. Nguyen Dang Quang – General Director; Mr. Le Nguyen Giap – Deputy General Director; Mrs. Pham Thuy Linh – Manager of the Business Management Department; Mrs. Do Thi Ngoc Chau – Deputy Chief of the BoD Assistance office, along with accompanying staff.
Opening the meeting, Dr. Chanthone Sitthixay extended a warm welcome to the CONINCO leadership, highly appreciating CONINCO’s competence and extensive experience in the field of construction consultancy both in Vietnam and internationally.
During the meeting, Mr. Martijn Lips – Senior Director of PTL, presented an overview of the Group’s diverse ecosystem. As a wholly privately-owned enterprise that plays an important role in the Lao economy, PTL Holding is focusing on three strategic pillars: logistics, digital transformation, and capital development, with particular focus on the Lao Logistics Link (LLL) project and the Laos - Vietnam Railway. In parallel, PTL is also executing heavy industrial projects, including a non-ferrous metal processing and large-scale mineral mining.
In response to the warm hospitality and insights shared by the partner, Dr. Ha Minh – Chairman of the Board of Directors of CONINCO, expressed his impression of PTL Holding’s remarkable development achievements. Introducing CONINCO's core capabilities, Dr. Ha Minh stated that established in 1979, CONINCO is currently a public company with nearly 1,600 highly qualified engineers, architects, and experts across various fields. With extensive experience in executing national key projects and a track record of partnering with major domestic and international conglomerates, CONINCO is confident in its ability to serve as a trusted partner to PTL Holding in optimizing, managing, and implementing upcoming projects.
During the discussion session, PTL Chairman Dr. Chanthone Sitthixay emphasized that PTL Holding is seeking a partner who possesses a deep understanding of Vietnam’s legal system to jointly expedite project implementation. Dr. Ha Minh affirmed that CONINCO stands ready to be a trusted consultant partner, supporting the successful delivery of strategic projects while ensuring quality, progress, and investment efficiency. To concretize the discussions, the CONINCO delegation went on a site visit to PTL Holding’s projects on the afternoon of the same day.

The working session concluded with great success, laying a solid foundation for closer future collaborations. The meeting is expected to open up broader and more substantive cooperation opportunities, creating tangible value for both CONINCO and PTL Holding while contributing to the infrastructure and economic development of Vietnam and Laos.
