CONINCO Partners with the Vietnam Federation of Civil Engineering Associations to Host a Consultation Workshop on Draft Decrees Implementing the Construction Law

On the morning of March 19, 2026, the Vietnam Federation of Civil Engineering Associations (VFCEA) organized a workshop on “Draft Decrees Detailing Specific Provisions and Implementation of the Construction Law.” The event was held in a hybrid format, combining in-person participation at the CONINCO Tower auditorium - the headquarters of the Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO) - with online attendance.
The workshop brought together leading industry experts, representatives of state management agencies, VFCEA members, and numerous participants joining virtually.
Representing the VFCEA, Dr. Dang Viet Dung, Chairman of the Federation, chaired the workshop, together with the Federation’s Vice Chairmen and heads of professional departments.
On behalf of CONINCO, participants included Dr. Ha Minh, Member of the VFCEA Executive Committee and Chairman of the Board of Directors, along with the company’s leadership and technical staff.
The workshop focused on reviewing, assessing, and providing expert feedback on key draft legal documents guiding the implementation of Construction Law No. 135/2025/QH15. The main topics included:
• Draft Decree on construction activity management: Discussions covered administrative procedures, decentralization, delegation of authority, and the management of construction investment projects.
• Draft Decree on construction contracts: Feedback addressed contract performance security, adjustment mechanisms, final settlement, and contract liquidation.
• Draft Decree on construction investment cost management: Proposed revisions aimed at replacing Decree No. 10/2021/ND-CP to ensure alignment with market practices and newly enacted legislation (such as the 2023 Law on Bidding and the 2024 Law on Public Investment).
Moderated by Dr. Dang Viet Dung, the workshop generated a wide range of practical and multi-dimensional insights from experts. The VFCEA will consolidate these contributions as an important basis for its independent professional review of the draft decrees.
The workshop concluded successfully, reaffirming CONINCO’s active collaboration with the VFCEA in professional activities, contributing to the continued development of the construction sector.
